Research On The Problems And Countermeasures Of The Old-age Insurance Reform Of Qingdao Government Agencies And Institutions

For a long time,there have been many disadvantages in the "two track system" of government institutions and enterprises in the pension construction issuse.For this reason,the State Council issued <the decision on the reform of the endowment insurance system for the staff of government institutions> in 2015,which initiated the reform of the endowment insurance system for government institutions.This thesis based on the background of the reform of the "combined system",through literature review,interviews,statistical analysis and other research methods,goes deep into the front line of the reform,and takes the reform of Qingdao city government institutions endowment insurance as the research object,to analyze the practice and problems in the reform of Qingdao city government institutions endowment insurance.It is found that since the implementation of the reform,Qingdao city has completed the work of insurance registration reform,pension treatment adjustment,fund liquidation,pension payment according to the system,occupational annuity settlement and so on,and has achieved some work results,but there are also problems such as high pressure on the endowment insurance fund of the government,unreasonable system design,imperfect supporting measures and insufficient handling capacity.On this basis,this paper puts forward feasible and practical thinking and suggestions for improving the reform of the endowment insurance of government institutions,that is,to ensure the sustainability of the pension fund of government institutions,to design a intact and perfect system,to improve supporting measures,to strengthen the construction of handling capacity,etc.,so as to help the reform go on smoothly.
