| In 2015,The State Council issued the Decision on The Reform of The Pension Insurance System for Employees of Government Organs and Public Institutions(Guo Fa[2015] No.2),marking the official launch of the reform of the pension insurance system of Government organs and Public institutions in China.The reform means that after October 2014,China will expand the coverage of the basic old-age insurance for urban workers from enterprise employees,self-employed workers and flexible employment to employees of state organs and public institutions.From the perspective of policies and regulations,the system design of the old-age insurance of government organs and institutions after the reform tends to be consistent with the basic old-age insurance system design of enterprise employees.However,the old-age insurance system of government organs and institutions has its own particularity in terms of implementation subject,implementation object,approval mechanism and fund guarantee mechanism,so in the process of system reform,The promotion and implementation of the new policy is wrapped under the traditional administrative system.With the deepening of system reform and the expansion of the coverage of the new system,some difficult contradictions and problems have surfaced,making it more difficult to fully complete the goal of system reform.There are some explanations for these problems,such as imperfect policies,weak responsibility of executive agencies,low efficiency,excessive transformation cost and so on.The author believes that the reform of the old-age insurance system in government institutions first depends on government organizations.The promotion of the reform will inevitably involve the coordination and cooperation between departments.At the same time,different departments have different understanding and understanding of the new system based on their respective responsibilities.Based on the premise of jointly completing the reform objectives,how the coordination and contradiction of different departments will affect the promotion of system reform is the focus of this paper.In this paper,according to the author to participate in the C of the basic endowment insurance system reform of municipal organization institution institution work practice,further resolution authority institution endowment insurance system reform related documents,J province in the design of the reform of endowment insurance system in government institutions,analysis of endowment insurance system reform of municipal organization institution institution C form of organization,organization structure model was constructed.In the form of case analysis,this paper expounds the organizational problems in the institutional reform of CITY C,such as insufficient organizational authority,unclear division of internal responsibilities,differences between organizational goals and goals of organizational members,and difficulties in communication at organizational levels.From the perspectives of task-based organization theory,organizational structure theory and organizational decision theory,some suggestions are put forward,such as "flexibly adjusting the distribution of power and responsibility in task-based organization","expanding the scope of organization,flexibly setting up organizational‘springboard’","clarifying the boundary of power and restoring the internal balance of organization members". |
