Research On The Reform Of The Endowment Insurance System In Jilin Province

On January 14,2015,The State Council issued the Decision on the Reform of the Pension Insurance System for Employees of Government Organs and Public Institutions(Guo Fa [2015] No.2),which represents the beginning of the reform of the government organ insurance system in China.At the same time,the report to the19 th National Congress of the CPC also called for the establishment of a multitiered social security system to help those in need,weave a tight network,and establish mechanisms.Therefore,to promote and improve the reform of the endowment insurance system of government organs and public institutions is the only way to construct China’s multi-level social security system and establish a more equitable social security system.In this paper,the use of Social Security,public management and other fields of knowledge,combined with social equity theory,pension insurance“Three pillars”theory,the state intervention theory and other relevant theories,based on the review of relevant domestic literature,this paper analyzes the course and present situation of the reform in Jilin province according to the documents and policies of the reform.At the same time,by means of visiting and investigating,the author compares and analyzes the obtained data,sums up the difficulties and difficulties existing in the reform of endowment insurance in Jilin Province,and faces the outstanding problems,for example,the pension fund payment pressure is great,the transition work is difficult,the occupational annuity investment operation management exists the risk and so on,the analysis reason,unifies the related theory foundation,to put forward countermeasures and suggestions to promote the reform of the endowment insurance system in Jilin province,such as increasing the income of endowment insurance funds through multiple channels,we can increase the fund balance by postponing the retirement age,formulate a reasonable fund investment plan,establish a system of responsibility implementation,and ensure the maximum effect of contributions.We hope that with the development of the economy and society,as well as the continuous improvement of the social security system,it can improve the institutional insurance system which is in line with our national conditions and suitable for the economic development of Jilin province.Through the research,the author hopes to further promote the reform process of the endowment insurance system of government organs and public institutions in Jilin Province,stick to the bottom line,improve the system,and ensure the sustainable development ability of the government organs and public institutions.
