| Since the endowment insurance system of our country was established in 1950 s,the public staff of government agencies/public institutions and the staff in enterprise have been executing different retirement systems for a long time: before the reform of the endowment insurance system for staff of government agencies or public institutions was launched in October 2014,the staff in government organs or public institutions were not required to pay any endowment insurance fees before retirement.After retirement was approved by the organizational and personnel departments,the endowment would be uniformly distributed by the local finance bureau according to the years of service,job grade and other factors.What corresponds with it is,the enterprise staff endowment insurance began to pay since 1992.When the insured personnel reach the statutory retirement age,the endowment will be calculated according to the years and amount of payment,and it will be paid by the endowment insurance fund.The two insurance systems are operated independently,forming a “dual-track” mode.Under this mode,the pension treatment can’t fully reflect the labor contribution of the staff,which goes against the tenet of establishing a fair and sustainable social security system in China.In addition,the “dual-track” mode restricts the rational flow of human resources,and cannot protect and mobilize the enthusiasm of staff’s work.By the end of 2014,a total of 341.15 million people participated in the endowment insurance of government and public institutions and the endowment insurance of enterprise employees.With the intensified “dual-track” mode contradiction,the doubts on the fairness of endowment insurance from public are increasing.In January 2015,The State Council issued a document on the endowment insurance system reform.All parts of China responded the document positively and started to execute the reform one after another.Through the reform,the endowment insurance of government agencies /public institutions and the endowment insurance of enterprise employees gradually moved towards a unification.With the implementation process of the merger and reform,some problems have been exposed.Wenjiang District is the municipal district of Chengdu,the capital city of Sichuan Province.It’s the first areas in Chengdu to start the endowment insurance work of government and public institutions in accordance with the policy of the central government.Based on this premise,its accumulated problems are relatively more.So,the research on the problems in the process of the endowment insurance reform in Wenjiang is not only universal,but also representative.Based on equity theory,expectation theory and balance of payments theory,this paper comprehensively uses literature analysis method,case analysis method and interview method to study and analyze the reform of the endowment insurance system of government agencies and public institutions in Wenjiang District,and points out the more prominent problems in current process: the gap in pension insurance funds of government agencies and public institutions continued to widen,occupational annuity and enterprise annuity have new contradiction,personnel involved in the reform have great controversy on pension treatment,the staff members released from punishment have the risk of maintaining stability by letters and visits.Oriented by above problems,this paper puts forward five countermeasures and suggestions,including ensuring the sustainability of the pension fund of the government agencies,encouraging enterprises to actively participate in the establishment of the enterprise annuity plan,strengthening the supporting measures of fund supervision,eliminating the concerns of the personnel involved in the reform on the pension treatment,and implementing the basic living security of the released prisoners,to provide a reference for smoothly promoting the implementation of the endowment insurance reform. |
