Research On The Realistic Predicament And Optimization Of Villagers’ Participation In Rural Governance

Under the background of rural revitalization,it is of practical and theoretical significance to explore the realization path of villagers’ participation in rural governance.This paper analyzes the villagers’ participation in rural governance in Yuanjia Village,combing through the relevant literature and summarizing the field interviews,and combining participatory governance theory,new public management theory and multiple cooperative governance theory,which is conducive to understanding the realization path of villagers’ participation in rural governance under the relevant historical context.Firstly,through investigation,it was found that the channels for Yuanjia Village villagers to participate in rural governance include grassroots organizations,collective economic organizations,and various association organizations.A relatively mature mechanism for villagers’ autonomy,work service,and participation incentive has been formed.The scope of villagers’ participation includes rural grassroots political construction,rural residential environment transformation,and rural tourism industry brand building.The villagers’ participation in rural governance has achieved certain results.The forms of villagers’ participation in rural governance are diverse,the system for maintaining their own interests is perfect,and the scope of villagers’ participation in rural governance is constantly expanding.Meanwhile,It is found that the difficulties encountered by villagers’ participation in rural governance in Yuanjia Village,include four aspects:the lack of the subject status of villagers’ participation in rural governance,the limited ability of villagers to participate in rural governance,the limited scope of villagers’ participation in rural governance,and the weak sense of belonging of new villagers to Yuanjia Village.Further analysis and summary found that,the four main reasons for the dilemma of villagers’ participation in rural governance in Yuanjia Village:the governance ecology of villagers’ participation in rural governance is not clear enough,the institutional supply of villagers’ participation in rural governance has not been followed up in a timely manner,the coordination of villagers’ power to participate in rural governance lacks regulation,and the resource allocation for villagers’participation in rural governance is seriously insufficient.Under the guidance of participatory governance theory,new public management theory and multiple cooperative governance theory,the key factor in enhancing villagers’ participation in rural governance is the decentralization of grassroots governments and the enhancement of villagers’ willingness and ability to participate in rural construction.Finally,it puts forward countermeasures and suggestions to improve the villagers’participation in rural governance in Yuanjia Village:based on cultural construction,the ecological environment for villagers to participate in rural governance should be cultivated;based on the allocation of rights and responsibilities,to clarify the role positioning of villagers’ participation in rural governance;based on mechanism optimization,to build a multiple platform for villagers’ participation in rural governance and based on institutional improvement,to improve the governance ability of villagers to participate in rural governance.
