Research On The Path Of Villagers’ Effective Participation In Rural Governance In Yiyuan County Under The Threshold Of Rural Revitalization

"To revive the nation,the countryside must be revitalized." The 19th Party Congress clearly put forward the rural revitalization strategy,and effective governance is the foundation to realize rural revitalization.At present,to comprehensively promote the implementation of rural revitalization strategy,it is not only necessary to realize the modernization of rural economy and society,but also the modernization of rural governance system.With the evolution of the main social contradictions,rural governance faces a series of new problems and challenges.As the foundation of rural revitalization,it is also very important to insist on the main position of villagers and realize their effective participation in rural governance.To study the issue of effective participation of villagers in rural governance,it is necessary to base on the perspective of rural revitalization strategy,especially to conduct an in-depth discussion in the context of rural reality.Based on the threshold of rural revitalization,this paper,adhering to the principle of combining theory and practice,systematically discusses the definition and theoretical basis of relevant concepts,functional positioning of villagers’ participation,problems and causes,revelation of advanced experience and path research,and tries to promote the realization of effective participation of villagers by awakening their willingness to participate,improving their ability to participate and perfecting their support for participation,so as to promote the process of rural The study aims to promote the modernization of rural governance and the realization of comprehensive rural revitalization by awakening villagers’ willingness to participate,improving their ability to participate and improving their support for participation.In the theoretical analysis,the concepts of rural governance,villagers’ participation and effective villagers’ participation are explained.On this basis,governance theory,collaborative governance theory,citizen participation theory and citizen participation ladder theory are taken as theoretical supports.In terms of the functional orientation of villagers’ participation,the transformation of the rural governance system since the founding of the Communist Party of China is analyzed in stages,the characteristics of the rural governance structure at different stages since the founding of the Party are summarized,and the functions and significance of villagers in rural governance as well as the necessary elements for effective villagers’ participation in rural governance are summarized.In terms of problems and causes,based on the background of the modernization of national governance and the implementation of the rural revitalization strategy,we understand the current situation of villagers’ willingness,ability and support in rural governance in Yiyuan County through questionnaire surveys and field visits,and analyze the current problems of villagers’ participation in rural governance in Yiyuan County from three aspects of villagers’ low willingness,insufficient ability and insufficient support by combining questionnaire data and interview information,and further The causes of the problems are analyzed,mainly involving the lack of villagers’ driving force to participate in rural governance,the failure of the rural governance system to achieve effective transformation,and the inadequate implementation of the current villagers’ participation system.In terms of experience learning,by finding typical cases,such as Xinhua County exploring points assessment management,Tongjiang County carrying out farmers’ night school training,and Ninghai County building a linkage supervision mechanism,we provide experience learning for promoting villagers’ effective participation in rural governance.Based on the examination of the basic concept and theoretical basis of villagers’ participation in rural governance and the current situation of villagers’ participation in Yiyuan County,combined with the current national policies and guidelines related to rural governance,the problems of villagers’ participation in rural governance in Yiyuan County are corrected and improved in the following three aspects: firstly,villagers are guided to establish the awareness of subject,construct the awareness of rights and establish the awareness of rules to awaken villagers’
