A Study On The Optimization Of County-level Governments’ Policy For The Integrated Development Of Agriculture And Tourism

As a new way to promote the development of agriculture and rural areas under the background of rural revitalization,the integration of agriculture and tourism development can not only drive the employment of rural labor,but also beautify the rural environment,and it can also meet the yearning needs of urban tourists for rural life.In recent years,it has become important for the development of rural industries.direction.Governments at all levels vigorously support the integrated development of agriculture and tourism,enhance the added value of rural economic development,and effectively drive economic development and increase farmers’ income.However,in the current process of integrated development of agriculture and tourism in some areas,there are also problems such as large investment in integrated development of agriculture and tourism,low output,sufficient government policies and government support but low quality of rural tourism industry development,and blind provision of public services and policies.Quality development runs in the opposite direction,which affects the efficiency of integrated development of agriculture and tourism to a certain extent.This article first introduces the background and significance of the research,sorts out the research results of domestic and foreign scholars on the government’s agricultural tourism integration policy,and summarizes the main results and deficiencies.Secondly,it expounds the relevant definitions of industrial support and the integrated development of agriculture and tourism,and introduces the theoretical basis involved in the research,including synergy theory,industrial integration theory,and sustainable development theory.From the perspective of Suichang County Government’s integrated development of agriculture and tourism,the current situation of government development policies and main measures in the development of integrated agriculture and tourism of Suichang County is studied,and questionnaire surveys are used to investigate Suichang County’s agriculture and tourism integration industry farmers and rural tourism tourists.The perception of government public services has found that Suichang County has developed a public service policy that integrates agriculture and tourism in recent years.There are public service policies that are not well-targeted,public security needs to be improved,economic policies lack inclusiveness,and tourism.Issues such as rapid development but lagging agricultural development.The main reasons for its existence are the lack of long-term planning for economic policies,the lack of demand surveys for public policy formulation,the over-emphasis on hardware and the neglect of software safety guarantees,and the neglect of the role of agriculture in the integrated development of agriculture and tourism.In the future,it is necessary to improve the integration development policy of agriculture and tourism by focusing on long-term economic planning,improving the pertinence of government support policies,strengthening the construction of public safety assurance software and strengthening the development policy supply of modern agriculture to further promote the rational,effective and high-quality development of agricultural and tourism integration in Suichang County.
