Implementing the "rural revitalization" strategy and solving the "where the money comes from" is the key.The implementation of the rural revitalization strategy is a major decision and deployment made at the 19 th National Congress of the Communist Party of China and the general focus of the work of agriculture,rural areas and farmers in the new era.The rural revitalization strategy makes industrial prosperity its top priority.To promote the revitalization of rural industries,the help of "capital" is indispensable.As an important form of capital supply,finance and finance play an important role in the process of rural industry revitalization.To implement the strategy of rural industry revitalization and promote the development of rural economy,it is objectively necessary to give full play to the supporting role of finance and finance in the revitalization of rural industry,strengthen the system innovation of coordination between the two,give full play to the integrated effect of fiscal and financial policies,and establish a rural financial system with wide coverage,specialization and multi-level.In order to thoroughly implement the rural industry revitalization strategy and promote fiscal and financial coordination to support rural industry revitalization,Shandong Province carried out the work of "Pilot system innovation of fiscal and financial policy integration to support rural revitalization Strategy" in 2019,in order to build a more complete financial and financial system and help build a "Qilu plate" of rural industry revitalization.Shandong Province is usually regarded as a microcosm of the whole country due to the obvious difference between east and west,unbalanced development between urban and rural areas,and heavy industrial structure.The promotion of rural industry revitalization plate has great significance.Therefore,from the perspective of fiscal and financial coordination to support rural economic development,this thesis preliminarily explores the existing problems in promoting the deepening integration of fiscal and financial policies in Shandong Province and building a more perfect "three rural" policy mechanism,and puts forward targeted suggestions in order to provide reference for other regions.Based on the above goals and ideas,this thesis uses a variety of research methods such as literature research and interview to define the concepts of synergy and rural industry revitalization strategy,and takes collaborative governance theory,public finance theory and Marx’s finance theory as the theoretical basis to analyze the current situation of fiscal and financial synergy support for rural industry revitalization in Shandong Province.Including the general situation of rural industry revitalization in Shandong Province,the current situation of fiscal and financial support for rural industry revitalization,and typical practices of fiscal and financial cooperation to support rural industry revitalization,typical cases and experience overview research are carried out.It is worth emphasizing that this thesis finds that at present,a complete system of fiscal and financial cooperative support for rural industry revitalization has been basically established,covering the five major areas of rural industry revitalization and all aspects of rural areas.In particular,it has formed typical practices in increasing credit delivery,standardizing the use of the PPP model,making good use of government investment funds,improving the government financing guarantee system,making good use of special government bonds,and giving play to the role of policy insurance,which has played a large role in the revitalization of rural industries.However,there are still some problems in practice that need to be improved urgently.For example,the financial and financial sectors have not yet formed a coordination mechanism,the lack of guidance and focus of financial and financial coordination to support agriculture,and the financial and financial coordination to support agriculture security mechanism is still not perfect.Through the analysis of the relevant experience at home and abroad,this thesis concludes the countermeasures and suggestions for the rural industry revitalization,including giving full play to the leverage role of fiscal and financial synergy to serve the rural industry revitalization;Give full play to the innovative role of financial institutions,and continue to increase the investment of credit funds for the revitalization of rural industries;Establish a linkage mechanism between finance and finance to form a synergy between finance and finance;We will improve the system guarantee of fiscal and financial cooperation in supporting agriculture and provide legal basis for fiscal and financial cooperation in supporting agriculture.
