Abstract/Summary:
The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China made a systematic arrangement on adhering to and improving the socialist system with Chinese characteristics,promoting the modernization of the national governance system and governance capacity,and clearly proposed that "all administrative organs must serve the people,be responsible for the people,be supervised by the people,innovate administrative methods,improve administrative efficiency,and build a service-oriented government that the people are satisfied with".The implementation of the goals and tasks put forward by the plenary session depends on the party’s cadre team,and the ultimate goal of implementation is at the grass-roots level.Township government civil servants are the main body of the whole grass-roots cadres.They directly provide public services to the people,solve various problems reflected by the masses,and finally ensure the effective implementation of national policies.Their performance directly affects the quality and effect of economic and social development.Therefore,it is very urgent and necessary to build a loyal and clean high-quality professional civil servants team of township government.In recent years,in order to strengthen the construction of township government civil servants,the central government has carried out top-level design in many fields,and various provinces and cities have also issued a series of policies and measures,which have produced strong positive effects in stabilizing the existing township civil servants,reducing the work burden of the township itself,and strengthening the township government civil servants to better perform their duties.It can be said that from the central government to the local government has formed a relatively complete system to support township government civil servants to perform their duties.However,to be honest,the performance of civil servants in the township government is still adversely affected by some negative factors,facing many problems that need to be solved.Based on the consideration of the above two aspects,this paper selects Z town of L City as a case to study,and comprehensively uses the methods of literature research and questionnaire survey to carry out targeted research,trying to put forward some countermeasures and suggestions to promote the better performance of township government civil servants.This paperfirst analyzes the specific ways of L City to promote township government civil servants,and then finds out the problems existing in L City to promote the performance of township government civil servants’ duties by means of questionnaire survey.There are five problems after analysis.They are lack of scientific and effective management planning of Township Government Civil servants,unreasonable allocation and flow of personnel,imperfect incentive mechanism of civil servants,The unorganized power and responsibility of the government,and the lacking construction of human environment.In view of the above five problems,combined with the basic theory,this paper analyzes the causes of the problems.They are also five aspects:the lag of the government human resource management concept,the imperfection of the township civil servant flow mechanism,the deviation of the incentive mechanism in the implementation,the imperfection of the development of the grass-roots governance system,and the inadequacy of the capacity-building of the government and civil servants themselves.Based on the in-depth analysis of the problems and causes in the performance of the duties of the township government officials in Z Town,L City,the author puts forward the specific measures to promote the performance of the duties of the township government officials: first,Change the management concept of township civil servants and speed up the reform and innovation of personnel management;second,strengthen the construction of the management system of the township civil servants,and establish a reasonable and efficient incentive system;third,accelerate the implementation of the management system and promote the construction of township governance system to ensure the unity of rights and responsibilities;fourth,strive to improve the cultural environment of township organs and create a good working atmosphere;fifth,township civil servants should continue to strengthen their own construction and improve their ability to perform their duties.It is hoped that the research in this paper can provide useful reference for the construction of civil servant team of L City township government,and also provide decision-making reference for governments at all levels to deepen grass-roots governance.
