Township civil servants are the executors of the "three rural" policies of the Party and the country,and their level of implementation is directly related to the service quality of township governments.A scientific and effective performance appraisal system for township civil servants,on the one hand,can strengthen the civil servants,on the other hand,can improve the administrative efficiency.The research object of this paper is the performance appraisal of X township civil servants.Through the investigation and analysis of its current situation,it is found that the main problems in the performance appraisal of X township civil servants are weak awareness of performance appraisal and emphasis on human factors;The main body of performance appraisal is single,and the appraisal results are biased;The performance appraisal is separated from the actual work,the indicator design is vague,and the quantitative standard is lacking;The performance appraisal procedure is a mere formality,ignoring the usual appraisal;The application of performance appraisal results is disconnected from the promotion of cadres and other measures,which can not play an incentive role.A comprehensive analysis of the reasons is given,mainly including: insufficient understanding of the connotation of performance appraisal and insufficient attention;The assessment concept of township civil servants is backward and the assessment experience is limited;The channels for people to participate in performance appraisal are not smooth;The supervision of performance appraisal process is not in place.For the township civil servants,the performance appraisal with the above problems is difficult to reflect the actual work performance,which has hit the enthusiasm of the officers for entrepreneurship.In view of the above problems,based on the performance management theory,the strengthening incentive theory,combined with the actual work of X township government,this paper proposes the optimization path of X township civil servants’ performance assessment: change the concept of township civil servants,establish a correct assessment concept;Scientifically set assessment indicators,refine assessment indicators and adjust weights;Properly expand the main scope of performance appraisal,and strengthen the usual appraisal;Establish and improve the long-term mechanism of performance appraisal,such as improving the feedback and appeal mechanism of appraisal results,strengthening the supervision mechanism of performance appraisal,improving the incentive mechanism for the use of appraisal results,and promoting the healthy and sustainable development of performance appraisal of X township civil servants in a multi pronged way.
