Empirical Research On Urban Community Governance Under The Guidance Of The Party Building

With the profoundly unceasing development of socialist market economy in our country,the closely connected social environment has also made significant changes accordingly.The suspended work unit system,street committee system that is trapped in difficulties,the urgent needs of changing government functions,as well as the ever-growing of urbanization,all of these series of development and transformation have led the urban social management function transfer to the community,making community as the new unit of local urban administration,which has been adding an increasingly heavy burden on the community.The 19 th National Congress of the Communist Party of China proposed the idea of ’Establishing a social governance model based on collaboration,participation,and common interests’,and the key to accomplish the idea is to ‘strengthen the system for community governance,shift the focus of social governance to the community level,leverage the role of social organizations,and accomplish the positive interactions among government’s governance efforts,society’s self-regulation,and residents’ self-governance’.L community at H street in Zhengzhou(LHZ)has been innovatively implementing the new model of community governance-‘one leading & four ordering’-‘Leading by the Party construction,ordering by people,receiving orders by the Party Committee,co-constructing and making orders,making autonomous statements’ based on the fully using of ‘ One Asking,Three Discussion,Two Public’ lately.The community also explores the new idea of local governance led by Communist Party,shifting the focus of social governance to the community level,making efforts to establish a social governance model based on collaboration,participation,and common interests.However,there are still a lot of loopholes in the process of the community level governance,which block the formation of the social governance model based on collaboration,participation,and common interests.Therefore,this article takes LHZ as an example to investigate and analyze the problems existing in the community governance.Questionnaires are used as the most common method and followed by interviews.During the investigation process,the problems like demographics complexity,insufficient Smart Community construction in community level,insufficient related institutional mechanisms,imperfect organization structure as well as unreasonable launch and planning of some activities exist in social community level.Under the residents’ personal level,the issues include lack of wiliness of participation,inadequate forms of participation,no obvious effect of participation.A relatively complete path to four main levels,including government support,community cooperation and assistance,resident autonomy,and multiple co-governance,has been come up after deep considerations according to the situation of the L community at H street.
