Research On The Government Support For College Students' Entrepreneurship In Nanjing

In recent years,the number of college graduates in China has been growing rapidly,The employment problem of college graduates has become a thorny problem faced by governments at all levels.From the perspective of government,college students are often one of the groups most likely to entrepreneurial success.The government's support for college students'entrepreneurship is not only conducive to solving the employment problems of College students,but also conducive to promoting the all-round and free development of College students.Based on the theories of public management,public policy,,sociology and other related disciplines,and on the basis of absorbing and referring to a large number of domestic and foreign research literature,this paper defines the concepts related to entrepreneurship,college students' entrepreneurship and entrepreneurial government support.This paper excavates market failure theory,new public service theory and service-oriented government theory as the theoretical basis,adopts literature research,comparative analysis,questionnaire survey,interviews and other methods to study the support of Nanjing municipal government for college students' entrepreneurship.From the current situation of supporting college students to start their own businesses in Nanjing,In recent years,Nanjing has been aiming to build a famous city of entrepreneurship and innovation in China,has paid attention to giving full play to the advantages of science and education talents resources and the effect of urban agglomeration,has taken a series of measures to strengthen the consciousness of entrepreneurship,enhance entrepreneurship ability,reduce financial burden and provide public services.These measures have effectively promoted college students' entrepreneurship awareness,the quality of college students' entrepreneurship,and accelerated the accumulation of entrepreneurial resources.From the analysis of the survey results,there are many reasons,such as the diversification of the main body of government support policy,the deviation of the concept of government support for college students' entrepreneurship education,the lack of innovation of government financing services for college students' entrepreneurship,and the hysteresis of government public service construction for college students' entrepreneurship,which lead to many problems are obvious,such as overlapping of the government's Support Policy for College Students'Entrepreneurship in Nanjing,the lack of the government's popularization of entrepreneurship education for college students,the Failure of the government financing channels for college students' entrepreneurship,and the ineffective promotion of entrepreneurship culture by the government.Through the research,it is found that foreign and other domestic city governments have successful experience in supporting college students 'entrepreneurship.For example at abroad,the US government guides colleges and universities to build a perfect education system for entrepreneurship,the Japanese government plays a leading role in promoting college students'entrepreneurship and social participation,the British government and society jointly funded the establishment of a special fund for college students' entrepreneurship,and the government of South Korea to establish a comprehensive function of college students entrepreneurship service carrier.At home,Beijing municipal government promotes the construction of "one-stop"entrepreneurship incubator base for college students,the Shanghai municipal government provides sufficient financial support for college students' entrepreneurship,and the Changsha municipal government pays for the recruitment of "entrepreneurship mentor group" for college students' entrepreneurship.These experiences have effectively promoted the entrepreneurial work of local college students.Based on the advanced practices of the United States,Japan,the United Kingdom,South Korea,Beijing,Shanghai and Changsha in the government support of college students'entrepreneurship,the paper puts forward that the following measures should be taken to do a good job in the government support of college students' entrepreneurship in Nanjing:First,we will ensure that government policies to support college students in starting businesses are effective,this means that we should not only adjust the key points of policy support according to the entrepreneurial needs of college students,but also improve the implementation and supervision mechanism of government support policies for college students to start their own businesses.Secondly,we should improve the quality of entrepreneurship education for college students,especially focus on promoting improve curriculum system of entrepreneurship education for college students and encouraging universities to optimize the teaching staff of entrepreneurship education for college students.Third,we should build an all-round service chain of College Students' entrepreneurship financing,this means that we should expand the scope and scale of the government support fund for college students' entrepreneurship,improve the financial risk compensation and subsidy mechanism for college students' entrepreneurship,and integrate the service platform for college students' entrepreneurship investment and financing.Fourth,we should create a strong social atmosphere for college students'Entrepreneurship,this means that Nanjing Municipal Government should guide college students to establish correct entrepreneurial ideals,beliefs and values,increase the propaganda of public opinion on advanced and typical entrepreneurship of College students,and Promote the construction of government public service carriers for college students' entrepreneurship.
