Research On The Optimization Of Supporting Policies For College Students' Entrepreneurship In Nanjing

The 21 st century is an era in which entrepreneurial economy plays a leading role.The competition among countries mainly focuses on innovation and entrepreneurial ability and level.From the history of developed countries,entrepreneurship of college students is an inevitable requirement of economic development.At the same time,the employment problem of college students has become increasingly prominent after the implementation of college enrollment expansion policy in our country.Self employment has become an effective way to alleviate the employment pressure of college students and solve their employment problems.It has positive externalities,which can not only guarantee their own employment,but also create new jobs,and also provide strong support for the transformation of national employment structure and economic transformation.After the 18 th National Congress of the Communist Party of China,the governments at all levels have issued a series of preferential policies for entrepreneurship,which have continuously stimulated the enthusiasm of the whole people for entrepreneurship,especially increased the support for college students’ entrepreneurship.Taking Nanjing as an example,in 2012,the Nanjing municipal government issued the opinions on the implementation of the entrepreneurship plan for ten thousand young college students.In January 2018,Nanjing municipal Party committee issued No.1 document,which referred to the "ningju plan" for college students,aiming to attract more than 200000 college students to work and start businesses in Nanjing every year.In recent years,the author has been engaged in employment work in the human resources and social security departments of the district.In the process of contacting with some college students’ entrepreneurs and entrepreneurial service institutions,the author found that with the constant wave of entrepreneurship,many problems have also been exposed in college students’ Entrepreneurship: first,college students lack of entrepreneurial confidence and dare not to create;second,entrepreneurial skills are insufficient and can not create;second,private entrepreneurial service Third,the effectiveness of College Students’ Entrepreneurship support policies is insufficient,which is difficult to create.Therefore,although local governments are vigorously promoting entrepreneurship support for college students,in reality,the implementation of policies and the effect of entrepreneurship are not up to expectations,and the participation and success rate of College Students’ entrepreneurship are still very low.This paper reviews the entrepreneurship support policies of college students in Nanjing.Through questionnaire survey and in-depth interviews with nearly 400 college students in 8 different types of institutions of higher learning in Nanjing and those who have already started their own businesses in Nanjing,it systematically expounds the current situation and effectiveness of the entrepreneurship support policies of college students,and finds out the existing entrepreneurship support policies according to the empirical survey results Problems and causes,and then from the formulation,implementation,evaluation and regulation of entrepreneurship support policies,put forward corresponding policy optimization suggestions,in order to better play the role of the government,improve the success rate of entrepreneurship,and more realize the multiplier effect of entrepreneurship driving employment.
