Research On The Problems And Countermeasures Of Government Support Policies In College Students' Self-employment

Since the 1990s,the problem of difficult employment because of the enrollment expansion of colleges and universities,all levels of government issued many policies to promote employment,and one of them is to encourage college students self-employment,therefore the governments have issued some self-employment policies and documents to encourage and support college students.In this paper,we study the college students' self-employment through the analysis of Shaanxi province as a case study,in order to explore our country government to improve autonomous entrepreneurship support policy of the college students' in the future.This article is based on the three theories of public policy analysis theory,new public service theory,and government function theory.It combs the national and Shaanxi provincial entrepreneurial support policies over the years and conducts a questionnaire survey among college students in the province.It was found that the entrepreneurial support policies for college students in Shaanxi Province had low satisfaction with the contents of policy formulation,the implementation of entrepreneurial policies did not reach the expected goals,and the cultural atmosphere of entrepreneurial policies was not strong.To this end,through in-depth analysis of the reasons found,first,in the content of entrepreneurial policy formulation has a diversity of entrepreneurial policy formulation and the level is not clear,the university student's own entrepreneurship policy system is not perfect and entrepreneurial policy objective design lacks forward-looking and long-term;Second,in the implementation of entrepreneurial policies,the information dissemination effect of undergraduate entrepreneurial policies is not good,the underwriting of college students'entrepreneurial policies is poor,and the government neglects to shape the entrepreneurial culture and has a strong utilitarianism.Third,in the entrepreneurial environment,college entrepreneurship education is not in place and amateur Sexuality and social organization services provide a low degree of entrepreneurship.On the basis of in-depth analysis of the reasons,we learn from the advanced experience at home and abroad,integrate all kinds of characteristic entrepreneurial policies and organizational leadership mechanisms and strive to provide suggestions for the policy of university students' own entrepreneurship.Specifically,the government needs to systematically plan and construct a new system of entrepreneurship policy in the formulation of college students' entrepreneurial policy content;in the implementation of entrepreneurship policies for college students,it is necessary to implement policy implementation and increase its intensity;in the creation of entrepreneurial policy environment,It is necessary to seek the consensus of the diversified subject.The government should call on companies,schools,and third-party agencies to take the initiative to play a strong role in the creation of a joint venture.Specific research structure is as follows:the first part is the introduction part,mainly introduces the background of the supporting policy of college students' self-employment and significance of topics,through combing the domestic and foreign related literature and the supporting policy for the brief experience learning provides the basis for the next step for difference analysis;The second part is the theoretical basis of the second chapter,mainly to this article the related concept of the college students for specific definition of their own businesses,and government policy support and public policy analysis theory,new public service theory and the theory of government functions of the three theories as the theoretical foundation of the full text research;The third part is the core part of this article,mainly in the combed our country college students'self-employment government supporting policy documents on the basis of analysis of related policy and the questionnaire survey of college students in Shaanxi province USES software to analyze the existing problems and drawn from three aspects:namely,policy making,policy implementation and three sides facing the cause analysis of entrepreneurship environment;The forth part for the domestic and foreign experience for reference,which selects the abroad students complete the Texas and entrepreneurship education system has the multi-agent cooperation model,Manchester,England,selecting the representative management pattern of Zhejiang province and domestic social propaganda guidance mechanism of Hunan province;The fifth part for the countermeasures and Suggestions,which summarizes the domestic and foreign experience for reference and combining with the Shaanxi provincial college students'self-employment investigation result of requirement analysis to perfect our country college students' entrepreneurship support policy recommendations;The sixth part concludes the whole paper.The innovation of this paper lies in the use of three theories and the questionnaire survey to explore the problems of the entrepreneurial support policies for college students in Shaanxi Province.The combination of theoretical and empirical research makes the improvement of China's entrepreneurship support policies more credible.College students can provide reference opinions on the policy support needed for self-employment.
