Study On Illegal Construction Governancein Lucheng District Of Wenzhou

With the advancement of urbanization,the urban appearance of Lucheng district of Wenzhou has been significantly improved.However,the presence of illegal construction remains a stumbling block to further development in the area.In recent years,great efforts have been made to govern illegal construction in Lucheng district of Wenzhou,and some progress has been made.However,as illegal construction governance into deep waters,it is more and more difficult to govern the illegal construction,and the illegal construction governance in Lucheng district of Wenzhou meets a bottleneck.How to carry out the illegal construction governance in Lucheng district of Wenzhou in a more scientific way,so as to make the illegal construction governance in Lucheng district of Wenzhou out of the predicament as soon as possible,it will help promote the illegal construction governance in Lucheng district of Wenzhou in depth and contribute to the city’s development to a higher level.This paper uses the method of literature research and field investigation,combined with good governance theory,Pareto theory,responsibility government theory,etc.,to research the illegal construction governance in Lucheng district of Wenzhou.Firstly,this paper defines the concept of illegal construction,summarizes the basic situation of illegal construction in Lucheng district,analyzes the causes of illegal construction in Lucheng district from the aspects of history,economy and system,and summarizes the harms of illegal construction from the personal and social aspects.Secondly,it expounds the present situation of illegal construction governance from system,organization,the main measures,the effect of governance in Lucheng district.Thirdly,the problems and causes of illegal construction governance in Lucheng district are analyzed.Fourthly,it expounds the advanced experience and inspiration of illegal construction governance in other areas.Finally,in view of the problem,the countermeasures and ideas are put forward from the aspects of laws and regulations,governance system,methods of disposal,planning and atmosphere building.Through research,this paper believes that: causes of illegal construction in Lucheng district mainly include "human society" with Wenzhou characteristics,interest driven,unscientific policies of demolition compensation.The problems of illegal construction governance in Lucheng district include that illegal construction governance is "ranked backward" in various government work,the coordination between departments is not in place,the execution is not high,the demolition is difficult to implement,and violent resistance to the law.The main reasons for these problems include the lack of protection of special laws and regulations,frequently changes and lacks continuity of the system,the lack of positive publicity for the illegal construction governance,and the parties’ lack of understanding of the management of illegal construction.In view of these problems,the paper puts forward countermeasures and ideas to improve and perfect illegal construction governance: first of all,we should perfect the relevant laws and regulations,for example,introducing special laws and regulations about the illegal construction governance and increasing the cost of breaking the law,and then,we should optimize the system of illegal construction governance by upping the management system,making full use of the staff of the street agency and strengthening the accountability.What’s more,we should deal with illegal construction in a diversified and comprehensive way.In addition,we should pay attention to planning and design,and do a good job in prevention.Finally,it is necessary to create a good social atmosphere for preventing and controlling illegal construction,on the one hand,we can expose typical cases of illegal construction in a timely manner,on the other hand,we should guide the participation of various parties and form social governance.
