Research On The Administration Of Urban Illegal Construction In D District In Beijing

The management of illegal urban construction is a domestically common problem in urban management.Due to the rapid progress of urbanization and the influx of foreign population,as well as the traction of economic interests,the stagnation of regulation and administration,the inadequate awareness of the public,and the lack of legislation,the number and the area of illegal urban construction increase year by year.It occupies public resources and the development space in urban area,violates the legitimate rights of law-abiding people and does harm to social public interests.It not only affects the urban environment and the future development,but also threats people’s daily life.Besides,to some extent,the devotion of a large number of human and material resources in the management of illegal urban construction affects the rational allocation of social resources.Therefore,taking drastic measures to crack down on urban illegal construction has become one of the main responsibilities for the urban management nowadays.The local government is actively exploring good solutions for illegal urban construction as well.Firstly,this thesis includes the background information and significance of this topic.With analysis of the research status of home and abroad,it puts forward the main research method and its novelty.Secondly,after studies on relevant legal provisions and regulations,this paper defines illegal urban construction and concludes the reason why there are so many of them.Thirdly,it analyses the hazards of such construction.Based on the current management of such constructions in District D of Beijing,it dissects the main problems of measures taken in management.Lastly,with all the reasons analyzed,it proposes several feasible solutions.Via methods of literature review,field investigation and questionnaire,this paper has an analysis on illegal construction and its management in District D from the perspectives of grass-root officers’ and the writer’s work experience.Besides,it also tries to bring forward targeting and operable solutions that are of referential significance in investigation,management and punishment of illegal urban construction..
