Research On Governance Difficulties And Countermeasures Of Illegal Construction In N District Of L City

In the past ten years,the real estate industry in our country has been developed rapidly,housing prices have risen rapidly,the scale of the city has accelerated and the task of urban governance has been aggravated.Illegal construction is an unavoidable problem in urban governance.However,according to the current academic research on illegal construction,there is little research abroad and relatively little research in our country.How to effectively manage illegal construction has a bearing on whether urban construction and economic and social development can be healthy and orderly and on the immediate interests of the people.This paper mainly adopts the methods of literature research,case analysis,and questionnaire survey.Based on the specific analysis of the current situation,governance situation,and existing problems in the illegal construction of the N area,the paper makes full use of governance theory,cross-sectoral cooperation theory,and procedural justice theory.The crux of the problem of illegal construction is found out,and the feasible countermeasures are put forward to solve the problem of illegal construction in N area.The difficulties in the governance of illegal construction in N District are mainly manifested in the existence of a large area of illegal construction left over from history,and it is difficult to see results in a short period of time.It is difficult to deal with the problem of mass petition caused by breaking and breaking,and the phenomenon of violent resistance to law enforcement in the process of breaking and breaking is prominent,which seriously hinders the governance process.The broad masses of the people have a weak awareness of law enforcement,lack of awareness of illegal construction,and low level of public participation.Illegal construction has strong concealment and rapid construction,and it is not easy to detect and stop illegal construction in a timely manner.It is more difficult to investigate and collect evidence for illegal construction and execute the punishment result.Five reasons have led to the difficulties in the management of illegal construction in Area N: First,the laws and regulations are not sound enough,the law enforcement measures are limited,and it is difficult to operate;Second,planning lags behind,design defects,the lack of smooth governance mechanisms,and the lack of effective cooperation mechanisms between government departments;Third,the participation of social organizations is low,the people are indifferent,and public opinion guidance can not play the role of positivepropaganda and education.Fourth,the government’s investment is insufficient;Fifth,the construction of law enforcement teams is relatively lagging behind and the phenomenon of illegal law enforcement is relatively prominent.The illegal construction and governance work is not a single department or the government itself can do a good job,not to mention the simple demolition of one size fits all,but should be a public and private sectors,individuals participate in a variety of governance processes.In response to the symptoms,the "poisonous tumor" of illegal construction needs to improve the top floor design;Construct the long-term cooperation mechanism between government functions;Strengthening the building of law enforcement teams;Create a strong atmosphere of governance;We should put people first to meet the actual needs of the masses.
