Research On The Current Situation And Countermeasures Of Urban Illegal Construction In Zigong City,Sichuan Province

Since the reform and opening up for more than 40 years,Zigong,like most cities in China,has been plagued by illegal construction.Today,there are huge stocks and many hidden dangers,and the people have great opinions on it.Urban illegal construction not only encroaches on urban public space,destroys the appearance and image of the city,disturbs the order of urban real estate market,restricts the development and prosperity of urban economy and society,but also has great potential safety hazard,which seriously endangers public safety,affects social harmony and stability,and damages social fairness and justice.Therefore,the governance of urban illegal construction is the need of maintaining legal authority,the internal requirement of implementing the new development concept and improving the quality of urban functions,and the practical need of safeguarding the interests of the masses.Based on the analysis of the background,significance and research status of illegal construction at home and abroad,this paper uses the theories of public governance,urban governance and game theory to analyze the current situation and related cases of illegal buildings in Zigong City,Sichuan Province,and analyzes the problems and causes in the process of urban illegal construction governance,trying to combine the dredging and blocking,prevention and control,and multiple references From the perspective of and,this paper discusses the governance mechanism of illegal construction,and puts forward the governance model of urban illegal construction,which includes long-term governance mechanism,whole process supervision mechanism and multiple participation mechanism.This paper is divided into six chapters.The first chapter introduces the necessity and feasibility of the research on illegal construction through the research background,research significance and research status at home and abroad,and determines the entry point and direction of this paper.The second chapter defines the concept and theoretical basis of this paper by studying and analyzing the related concepts of illegal construction and public governance,urban management theory and other public management related theories.The third chapter introduces the current situation of illegal construction and governance in Zigong City,Sichuan Province,and clarifies the number,type,causes and current system and operation mechanism of illegal construction governance in Zigong City,Sichuan Province.The fourth chapter analyzes five typical cases of illegal construction in Zigong City of Sichuan Province in recent years,which lays the foundation for the following to explore the problems,causes and Countermeasures of illegal construction in Zigong City,Sichuan Province.On the basis of the empirical research in chapter four,the fifth chapter analyzes the problems faced by Zigong City in Sichuan Province in the aspect of illegal construction governance,such as the difficulty in promoting illegal construction,poor cooperation between government departments,single governance force,etc.,and analyzes the causes of the above problems.Finally,from the perspective of combination of dredging and blocking,combination of prevention and control,and multiple participation,nine suggestions are put forward from three aspects: strengthening the long-term governance of illegal construction,strengthening the whole process supervision before,during and after the event,and strengthening the power of the whole society to participate in illegal construction.Illegal building is an inevitable historical product in the process of urbanization in Zigong City,Sichuan Province,with complex causes and various forms.It is impossible to control illegal buildings overnight,but it is a long-term and complex work.At present,there are many problems in the governance of illegal buildings in Zigong City,Sichuan Province.This paper mainly discusses the governance of illegal construction from the perspective of combination of dredging and blocking,prevention and control,and multiple participation.It advocates that the Party committee and government,social organizations,enterprises and residents should cooperate and interact with each other,and build a long-term mechanism to improve the governance of illegal construction and cover beforehand and in the process After the whole process of governance mechanism,to achieve long-term and effective governance of illegal construction,so that urban construction and management to standardization,legalization,orderly,benign road.
