Abstract/Summary:
In recent years,Temporary staff have frequently triggered hot events,such as “violent law enforcement” and “public-private private use” and other high-sensitivity vocabulary,repeatedly pushing temporary staff to the cusp of public opinion,making it the focus of the masses and the media..In the hot events,the improper behavior of temporary staff caused conflicts,greatly damaged the image of government departments,reduced the credibility of government departments,and also caused people’s concern for the temporary staff.Temporary staff is a compromise product of irreconcilable contradictions.With the rapid development of economy and society and the continuous deepening of reforms,the number of hiring personnel has become a market-oriented solution.The optimal solution for human resources issues in government departments.Temporary staff played an important role in the basic operation and function of the government departments.As the team continued to expand,more and more problems were exposed.Frequent hot events have caused people to discuss the responsibilities and positioning of government departments in the management of temporary staff.This paper adopts research methods such as literature research method,investigation research method and field research method.This paper takes the temporary staff of the L city government department as the research object,and analyzes the general situation and the management measures,characteristics and experience,and preliminary results of the L city temporary staff,and summarizes the outstanding problems in the management process of the temporary employment of government departments.The reasons for the problems,drawing on the innovation practice in various places and the management experience of other groups such as civil servants,combined with the actual situation of L City,put forward countermeasures to improve the use management of temporary staff.Through research,this paper draws four main conclusions:(1)The traditional and extensive human resource management model is difficult to adapt to the needs of government sector development and reform.Over the past 40 years of reform and opening up,China’s productivity level has developed rapidly,and the people’s production and life style has undergone profound changes.In the process of solving the problem of food and clothing and then increasing the pursuit of a better life,the government departments are traditional and extensive.The human resource management model is difficult to adapt to the needs of development and reform,but has become a major factor restricting the supply of public services.(2)The temporary employment system is a compromise product in which the contradictions of various government departments are irreconcilable.The organization preparation work has rigid constraints on the staffing of government departments,and the existing number of personnel cannot meet the growing demand for public service quality and government administrative efficiency.The contradiction directly refers to the human resources supply system of the government department,and the system The reform of the mechanism involves fundamentals,and it will not be effective overnight.Temporary staff will become a product of irreconcilable contradictions.(3)The government department lacks the system norms for the management of the use of temporary staff.The use of temporary staff of government departments is very common,but there are few system specifications for the management of temporary employment.There is no uniform standard for recruitment,management and use.The lack of system brings difficulties to management and has become an important cause of frequent problems.(4)The solution to the management problems of temporary staff requires systematic promotion and supporting reform of the personnel system.Any system that wants to receive good results cannot rely on individual advancement.The temporary employee system is a successful personnel system that has been tested and tested in the new public management movements in Western countries.In China,it is not acclimatized and frequently encountered.The main reason is that the supporting personnel system reform has not been promoted simultaneously.
