| Since the reform and opening up,economic and social development is stable and rapid.Driven by the rapid social development,the social contradictions and conflicts are increasing.At the same time,people’s legal idea is becoming more and more popular,and the number of lawsuits is becoming more and more.Under the background of strengthening the professionalism and specialization of the judge team,in order for the judge to separate from the complicated procedural and transactional work and concentrate on the core affairs of the trial,the construction of the trial auxiliary personnel team is increasingly important.As the judicial organ of the state,as the implementor of the law and the guardian of justice,the basic court has become a magic weapon to alleviate the contradiction between people’s cases by absorbing temporary staff in the situation of insufficient staffing.Temporary staff of grassroots courts are engaged in auxiliary work,reducing the heavy administrative work of judges,concentrating on cases,enhancing the work enthusiasm and sense of responsibility of judges,and forming a good atmosphere of handling multiple cases and handling cases well.In recent years,the basic courts have continuously optimized the auxiliary personnel allocation by employing temporary personnel,which alleviates the contradiction of "Too many cases and too few people" to a certain extent and also lays hidden dangers for the management of temporary personnel.This paper takes the temporary staff of the basic people’s Court in L District of W City as an example,from the perspective of public management,highlights the problem orientation,and focuses on the problems,causes and countermeasures existing in the construction process of L court.Through the interviews with the relevant personnel of the political Department and the trial enforcement department,the questionnaire survey of the temporary employees of L Court and the comprehensive analysis of the 21-day work record,this paper tries to provide practical and effective suggestions for the management of temporary employees of the current basic court.Firstly,this paper uses the literature research method to review and browse the literature on the management of temporary staff in basic courts,the management of staff in basic courts and the management of temporary staff in government institutions.This paper analyzes the similarities and differences between the management of temporary staff in basic courts and the management of temporary staff in courts and other government institutions.After that,questionnaire survey,comparative research,observation and semi-structured interview focus on the in-depth analysis of the working status and routine life of the temporary employees of L Court in detail,so as to grasp the all-round reality of the temporary employees.This paper holds that there are some problems in the management of temporary personnel in L court,such as unreasonable recruitment conditions,low welfare benefits,less professional training,mere formality of performance appraisal,and inadequate supervision and management.The main reason for these problems is that the management system and mechanism of temporary personnel are not complete.To improve the construction of temporary personnel team,it is necessary to reconstruct the management concept of temporary personnel team,standardize the recruitment and fixed post procedure,establish the occupation access system and formulate a unified recruitment scheme.At the same time,improve the welfare benefits and strengthen the professional training of temporary staff;And improve the performance assessment indicators and system,make good use of the performance assessment baton in a normal way,formulate performance assessment indicators in a scientific way(classified assessment),and strengthen the application of performance assessment results;Improve the supervision and management system of temporary staff,and promote the standardized construction of temporary staff team. |
