It is obvious that the traditional pattern of employment since it has strong rigidity, has been more and more cannot satisfy the requirement of unit of choose and employ persons and laborer. On the one hand, workers of rising labor costs, increased the pay the cost of unit of choose and employ persons labor; The laborer, on the other hand, the employment demand diversification as well as the employment pressure increasing, more and more workers hard to find a suitable stable job. And engage in the employment model not only can improve the employment rate, ease social contradictions, also can reduce the labor of unit of choose and employ persons to pay costs, as a result, the mode of obtaining employment is becoming increasingly drawn attention of some foreign governments and international organizations, have introduced policies to this way of recruitment and specification, at present, the forms of employment have to reduce the cost of choose and employ persons, made an enormous contribution to alleviate employment pressure.With the deepening of the reform and development in our country, the socialist market economic system gradually established, profound changes have also taken place in the employment system, the planned economy era, the single employment pattern is broken gradually, the employment way toward diversified development, produced in the part-time and hourly workers hired employment groups, but the way people to engage in the employment of low recognition.
