Abstract/Summary:
As the “nerve ending” of China’s administrative system,the grass-roots government government,whose duty is to ensure that policies could reach the last mile,often undertakes more complicated tasks than the higher-level one.With economic and social development,the deepening of reforms and the implementation of strategies such as rural revitalization,grass-roots governments have gained more policy support.Such unprecedented opportunities,however,also bring along more challenges.As the workload becomes heavier,the number of formal staff is insufficient for the grass-roots government to function efficiently.Since the 18 th National Congress of the Communist Party of China,China’s administrative system reform has made outstanding achievements.Under the overall promotion of the reform of the party and national institutions,the power and duties of the grassroots government have gradually clear,the agency preparation management is constantly improving,and the financial system is also increasing.Due to system constraints and resource finishes,the grass-roots government usually has no choice but to employ contract workers to deal with urgent and demanding work.Currently,Although all localities have made many positive explorations in the employment of non government staff,there are still no special regulations on the use of temporary employees.Many times,they can only refer to the existing laws and policies,apply the practices of other regions,or issue documents by the grass-roots government itself.This is not conducive to standardizing and optimizing the management of temporary employees of grass-roots governments,and some problems and contradictions need to be solved urgently.In this paper,some important concepts such as grass-roots government and temporary employee are delineated and relevant theories are reviewed.The town where the author has worked and which has undergone the alteration of administrative division and a large-scale shantytown renovation for the first time is chosen as the example,and is referred to as “Town G” for convenience.A survey was conducted through questionnaires and interviews,with 131 respondents including contract workers participating in the renovation project,residents of Town G who benefited from the project and formal employees of Town G government who were in charge of management of contract workers.In the survey,respondents were asked to evaluate the quality of contract worker management,and by in-depth analysis of the results,the difficulties and priorities in temporary employee management of the grass-roots government are identified,and some practices worth promoting are also summarized.Based on the research described in this paper,the author proposes that although it is necessary for grass-roots governments to hire contract workers,there are common problems such as the flawed management procedure that needs to be refined and the lack of policies and incentives.The author also holds the view that policies or regulations should be formulated at the central government level for better managing temporary employees.Policymakers,while focusing on the management of contract workers,should also pay more attention to the promotion of other matching policies and reforms,thus guiding governments at all levels to carry out work effectively.In addition to refining the management procedure,the grass-roots government should also Enhance their sense of belonging by improving the mechanism protecting the temporary employees’ interests and increasing attention to them.At the same time,we should take various ways to attach importance to enhancing the capability of temporary employees.By re-employment and reserve force building,the cost of training contract workers can be reduced,thus lightening the financial burdens on grass-roots governments,avoiding the uncontrolled expansion of government staff and also constantly optimize the management of temporary employees.
