Study On The Integrative Development Of Community Volunteer Service In Zhengzhou

The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to build a social governance structure of co-construction,co-governance,and sharing,and improve the social governance system featuring party committee leadership,government responsibility,social coordination,public participation,and the rule of law.As the "cell" of society and the basic platform of people’s life,the community is the cornerstone of social governance and an important part to build the national governance capacity and modernization of the governance system.Community voluntary service is an important part of community governance,which plays an increasingly important role in making up for the lack of public services,and also has enormous economic and social benefits.In recent years,a lot of useful explorations in the participation of community volunteer service in community governance have been carried out in Zhengzhou city.Building a volunteer service station of Lei Feng "civilized emissary",improving and developing community volunteer service incentive feedback carrier,etc,which have all achieved good results,but there are also problems such as the small spread of community volunteer service culture,the low organization of community volunteer service,the lack of professionalism,and insufficient integration and development.This paper uses the theory of collaborative governance,taking Zhengzhou “community party construction + volunteer service” working model as an example to analyze the development of community volunteer service integration in Zhengzhou City,and abstract the experience of Zhengzhou current community volunteer service integration development process to find out the problems in the development,and draw lessons from the development of community volunteer service at home and abroad,putting forward that we should strengthen the publicity of volunteer service,cultivate community volunteer service culture;improving the community volunteer service management mechanism,enhancing the effectiveness of community volunteer service;and strengthening the community volunteer service law and regulations,improving financial policy support;innovating the “community party building + volunteer service” model,changing the service idea;promoting the participation of multiple volunteers in community volunteer service.The five aspects of the construction of collaborative governance system are to further improve the development mode of community volunteer service in Zhengzhou and promote the high-quality integrative development of community volunteer service in Zhengzhou.
