Study On The Problems And Countermeasures Of The Development Of Community Volunteer Organizations In China Under The Predicament Of Internal And External Governance

Volunteerism has a long history,but until the post-industrial revolution era,organized and systematic volunteer activities in the west starting.As an important force in the social field,volunteer organization is an important part of the Third Sector,with non-profit and voluntary characteristics.Foreign scholars for the study of volunteer organizations have experienced a mixed from the clear development process.However,in China,the reform and opening-up policy has promoted social mobility and the emergence of voluntary service organizations.Meanwhile,with the implementation of the socialist market economic system,China’s social structure has undergone profound changes.The original social management system which was unit system has replaced by community system,and community gradually developed into the main platform of undertaking government public services.Community volunteer organization has become an indispensable part of social life.Based on voluntary spirit of community volunteer,volunteer service are able to make up for the inadequacy of community development effectively.But,there are still some problems with the development of community volunteer organizations.From the perspective of governance theory,this paper studies the development of volunteer organizations.How to solve these problems and promote the long-term development of community volunteer organization is the key to improve the living standard of community residents and social governance ability.From the perspective of governance theory,this paper studies the development of volunteer organizations.The growth of community volunteerism will undoubtedly help build a service-oriented government.The paper is divided into seven parts.The first part is the introduction,which mainly clarifies the background and significance of the study,reviews the status quo of the research,and introduces research methods and purposes.The second part is relative concepts and theoretical basis.It includes community and community developing,voluntary services.It also introduced Governance theory,New Public Service Theory,Government failure and market failure theory.Well-defined concepts and theories will lay the foundation for subsequent analysis.The third part conducts systematical analysis on the development of community voluntary organizations.It discussed the development elements,which are management mode,personnel composition,fund channel and organizational culture.In this part,we conducted a basic comparative analysis of the overall situation of volunteer organizations in Sichuan Angong Community and our country’s community volunteer organizations.In the fourth part,we describe the difficulties of community volunteer organizations from the external environment to internal incentive mechanism.According to the context,the fifth part has a detail analysis about the reasons why community voluntary organizations have those difficulties from the external environment to internal incentive mechanism.From the perspective of governance theory,the sixth part proposes theoretically the guiding principles and countermeasures to community voluntary organizations of China.The seventh part is the summarization and prospect.It summed up the previous conclusion and look forward to the future.
