Research On The Optimization Of The Management Model Of Anning City Government Under The Background Of Creating A National Civilized City

With the continuous development of China's economy and the deepening of reform and opening up,the main contradictions in our society have been transformed into contradictions between the people's growing needs for a better life and the development of unbalanced development.This just shows that the Chinese people are rich and the people are getting rich.I have begun to be dissatisfied with material wealth and began to pay attention to the construction of spiritual civilization.The construction of a civilized city reflects the overall spiritual and civilized quality of the citizens.This is also an important factor in evaluating whether the city has good management capabilities,whether it has the advantages of Jiang Zheng and its development potential.Means,the government has played an important role in the process of building a civilized city,and it has also played an important role in macro-leading.The creation of a civilized city is inseparable from the active support of the government and the participation of the masses.It is also necessary to develop a wide range from the perspective of the construction of a national civilized city.Studying and conscientiously studying the management behavior of the government is an important issue for realizing the optimization of the government management model in the new era.This paper takes the management behavior of Anning City in Yunnan Province as the observation angle,applies the theory of public management to examine the traditional county-level government governance model,and adopts the "anatomical sparrow" based on the satisfaction survey of the citizens.Revealing analytical methods focus on discovering and discovering the rationality and inherent drawbacks of the traditional management model of the county-level government,and then propose to optimize and upgrade the county-level government management model in the context of realizing the modernization of the national governance system and governance capacity.Suggestions for improvement were proposed.In the structure of this paper:the first part mainly summarizes the research background and research significance,combs the relevant researches of scholars at home and abroad,summarizes the research methods and technical routes,and proposes the analytical model for the research.The second part mainly introduces the main practices and achievements of the Anning Municipal Government to create a national civilized city,and analyzes its characteristics,and finds the commonality of county-level government management behavior and management mode.The third part analyzes the reality of the traditional government management model from the traditional government management concept,management system and management mechanism.The fourth part is to further analyze the traditional management of county-level government by using bureaucratic theory,governance theory and collaborative governance theory,and raise the understanding of the traditional government management model to the theoretical level.The fifth part,on the basis of the combination of theory and practice,from the overall goal of realizing the modernization of government governance,under the premise of analyzing the power and resistance of optimizing the government management model,from deepening the reform of the government administrative system,establishing a long-term mechanism for the investigation of citizen needs,Improve the coordination mechanism between government departments and other aspects to propose countermeasures.
