Study On Optimization Of Government Function In The Construction Of National Civilized City In Quanzhou City

"National Civilized City" is the highest honor and the most influential brand of cities in China.It is also a comprehensive reflection of the ability of city management,development potential and competitiveness.The construction of civilized cities in China involves a large number of aspects.As the decision-making body of urban management,local governments need to give full play to the functions of social management and public services and constantly optimize them in order to truly achieve the ultimate goal of improving citizens’ quality,improving urban appearance,enhancing the degree of urban civilization and achieving sustainable urban development.Based on the research background,this paper focuses on the construction of Quanzhou’s civilized city,combs the current situation of Quanzhou’s government’s performance in the construction of the civilized city,analyses the problems and causes of performance,and then explores the possibility of government function optimization.Firstly,based on the theory of externality of government behavior and urban governance,this study sorts out the practical process and performance results of Quanzhou city in building a national civilized city China,and conducts an empirical study on the performance of Quanzhou government in the construction of a national civilized city in China by means of interviews and participatory observation,so as to strengthen the logic of theoretical deduction and empirical analysis.Secondly,compared with the responsibilities of the government in the National Civilized City Evaluation System,this study finds that the following problems still exist in the performance of Quanzhou City Government: the inadequate cultivation of civilized quality,the formation of a refined urban management pattern,the inefficient implementation of the normalized creation mechanism,the insufficient integration of social forces,and insufficient investment in safeguard measures.After analysis,it is concluded that the effect of government performance is influenced by conceptual factors,institutional factors,and restrictive factors.Finally,aiming at the existing problems and reasons,five major measures to optimize government functions are put forward under the guidance of three main ideas: clarifying government functions,coordinating the participation of all parties and providing adequate security.These measures include deepening the concept of creating cities for the benefit of the people,strengthening the cultivation of civilized qualities,improving the level of urban management,perfecting the working mechanism of normalization,and increasing the support for the construction of national civilized cities,etc.
