Research On Optimization Of Government Functions In The Civilized City Establishment At D City Liao Ning

The city is the center of economy and society.In order to achieve the development goals of the party and the state,we must pay attention to the locomotive of the city.The work of building a civilized city is an important carrier to improve the quality of the people and the level of social civilization,an important way to improve the quality of life of the people,and an important content to improve the ability of urban governance.The construction of civilized cities in the new era needs to comprehensively promote the construction of economic,political,cultural,social and ecological civilization and the coordinated development of the party’s construction,which is consistent with the overall development goal of the party and the country,and will continue to play a positive guiding and leading role for the country and the whole society in a long period of time.Although D city of Liaoning Province has been awarded the title of "national civilized city" for five consecutive years,it faces new era,new situation and new historical opportunity,and its task of establishment is more onerous,so it cannot be complacent and stagnant.As the leader of the construction of civilized city,it is very important for local government to study how to play a higher role in the construction of civilized city and correctly perform the functions of government.Starting from the two functions of planning and design,public service,overall coordination and supervision and management,combined with the relevant theories of public products,urban governance and multi center governance,this paper comprehensively uses comparative analysis,questionnaire survey,interview and other research methods to investigate the current situation of civilized city construction in D City,and deeply analyzes the performance of government functions.Based on the comparison of the advanced experience of urban governance at home and abroad,the paper puts forward the basic idea and scheme framework of government function optimization in the construction of D civilized city,and then puts forward the guarantee measures for the implementation of the optimization scheme.Civilized cities need to adapt to the new situation and solve new problems.In view of the problems existing in the performance of government functions in the construction of civilized city in D City,through scientific argumentation,this paper draws a conclusion that the government functions should be changed to optimize the soft environment of the city,improve the fine management and public service level of the government,actively explore the co management,co construction and sharing mode of the government and the public,and improve the long-term normalization working mechanism,with a view to improving the government of D City,other regions and relevant areas.The Department provides academic and practical reference in the field of civilized city construction.
