President Xi made it clear when he inspected the People’s Armed Police(PAP),that was to build a modernizedArmed Police which fully obey the command of Communist Party,can win victories in the battlefields and have a fine style of working.To build a modernized Armed Police,the key lies on the talents and the education is the base.With the deepening of the reform of Army and The PAP colleges,on-the-job teaching and training has played the major role of thePAPprimary command colleges’ teaching tasks.In order to promote the training effect and to realize the educational goals of “two close to,one qualified”,we need to build a scientific,reasonable and integrated evaluation of thePAPprimary command colleges’ on-the-job teaching and training.But to be compared with the similar colleges of the People’s liberation Army(PLA),thePAPprimary command colleges’ on-the-job teaching and training starts later,has a weaker base and especially the insufficient understanding on the significance of on-the-job teaching and training effect evaluation,lack of enough attention.And there are some problems in the concrete evaluation such as some unscientific methods,incomplete process and imperfect mechanism,which influence the quality of training to varying degrees.To carry out and reinforce the research on on-the-job teaching and training effect evaluation has great significanceto improve the methods and measures of on-the-job teaching and training effect evaluation,to complete the evaluation mechanism,to provide accurate gist for relevant members and departments to evaluate the quality of training,to improve the work of training,ultimately,continuously improve the quality of on-the-job teaching and training.Based on the review of related concepts and theories,as well as the review and analysis of training evaluation theory and practice at home and abroad,we take the methods of the field study and group discussion and questionnaires.Through the deep investigation which has been done on the on-the-job education of 5 primary command colleges of the PAP,this paper discusses problemsofthreelevelssystematically:the problems of ideological recognition,problems of technical operation and institutional mechanism construction in the field of training effect evaluation of the primary command college.According to these problems,this paper puts forward countermeasures and suggestions to improve the training effect evaluation of the primary command college of the PAP,suggestions mainly including accurate understanding of the concept of training effect evaluation,paying more attention tothe training effect evaluation,widening evaluation subject,improving evaluation indicator,enriching evaluation methods and measures,completing evaluation content and process,enhancing evaluation accuracy,establishing special evaluation agency and perfecting evaluation system construction.The innovation of this paper is that,we take Kirkpatrick’s four-level model of evaluation as reference,do a systematic and deep study by field investigation of the on-the-job education of 5 primary command colleges of the PAPon the state of the training effect evaluation of the current on-the-job education of the primary command college of the PAP.The existing problems are sorted out and summarized,and on this basis,this paper puts forward specific countermeasures and suggestions on how to improve the training effect evaluation work of the primary command college of the PAP.
