Research On The Function Of Community Foundation In The Context Of Community Governance

The community foundation belongs to "imported goods" and is introduced into China as a concept of domestic innovation and social governance.Since the founding of the first community foundation in the United States in 1919,the Cleveland Community Foundation in the United States,the development of community foundations has been a hundred years old.In 2008,Shenzhen Taoyuanju donated 100 million yuan to establish China's first community foundation—Shenzhen Taoyuanju Foundation for Public Welfare Development.The China Community Foundation began with this.Since the establishment of Shenzhen Taoyuanju Foundation for Public Welfare Development in 2008 and its success,the "Shenzhen model" has been successfully copied to Chongqing and Tianjin,and has also achieved good results.According to international experience,community foundations will play an important role in the community.Since the establishment of the Community Foundation,it has demonstrated its unique value.At present,community foundations have a rapid development momentum and all regions have vigorously developed.However,community foundations are new things and their role in community governance is still worth exploring further.In 2014,Shenzhen Municipality promulgated the Interim Measures for the Cultivation and Development of Shenzhen Community Foundation,which was the earliest attempt to institutionalize the community foundation.As a result,the Shenzhen Community Foundation has blossomed under the institutional protection,showing a scene of prosperity and development.The community governance system in Shenzhen has its uniqueness,such as the existence of community workstations and micro-practical projects for people's livelihood.However,there are still problems behind this prosperity,including the role of its own development and participation in community governance further research.This article takes the case study of three community foundations in Shenzhen as examples.They are S Community Foundation,F Community Foundation,and S Community Foundation,which are classified by domestic scholars.The three community fundations belong to different types,namely,corporate-oriented,government-oriented,and residents-oriented.First of all,it reviews the related documents of community foundations involved in community governance,clarifies the current situation of community governance in China,and summarizes the advantages and significance of community foundations in community governance.Then,starting from the case studies of the three community foundations,they combed out their effectiveness and problems.Then based on the above summary analysis,we will try to improve the community community's participation in community governance from the policy level,social level,community level,residents level,and self-construction.The study found that although the three types of community foundations have their own advantages and disadvantages in participating in community governance,no matter what kind of community foundations are of great significance in community governance,it is embodied in the cultivation of community social organizations,the accumulation of community capital,Integrate community resources,improve residents' participation,connect the government,society and enterprises to jointly manage the three parties.The limitations of this study are twofold.One is the lack of research on other community social organizations in a community with a community foundation,and the other is the lack of research on community residents' knowledge of community foundations.Both of these aspects are due to the limited time and energy of the author and the limitations of the existing research.However,the author believes that it is very important for the research on community foundations to participate in community governance.It is hoped that they can give some inspiration to follow-up researchers.
