The Nvestigation On The Implementation Of The Rural Minimum Living Security Policy In Zhuanghe City

In China,the issue of people’s livelihood has always been a hot topic of social discussion.Solving the problem of rural poverty is the key to solving the problem of people’s livelihood in China.In order to promote the smooth development of the social economy,the state can improve the quality of life of the rural poor and maintain their basic living requirements,and put forward the rural minimum living security policy.As the last safety net of social assistance,rural low insurance policy plays a vital role.However,how to carry out and implement the rural low insurance policy scientifically and effectively is an important problem that needs to be solved at the present stage.On the basis of consulting the domestic and foreign scholars on the study of rural low insurance system,this paper takes the implementation of rural low insurance policy in Zhuanghe as an example,and uses the method of questionnaire survey and field interview to investigate the implementation of rural low insurance policy in Zhuanghe.In accordance with the actual situation of the rural low insurance work in Zhuanghe,the author designed a special interview outline for the Civil Affairs Assistant at the grass-roots level,the leadership of the Rescue Department of the Municipal Civil Affairs Bureau and the leaders of other government departments.At the same time,two coastal towns(black island town and chestnut town),two remote mountainous and remote mountainous villages and towns(step Yunshan and Fairy Cave)and one town border township(Landian township)were given 350 questionnaires,and 334 valid questionnaires were recovered,with an effective rate of 95.4%.The questionnaire covers the promotion of low insurance policy,the selection of subsistence insurance objects,funds,policy supervision and supporting measures.Through a series of analyses,it is found that the running time of the rural low insurance system is not very long,and the system is not very perfect,for example,the policy propaganda is not in place,and the resident’s economic accounting is not allowed.It is true that there are problems such as the protection of human relations and the withdrawal of the minimum allowances.Through the analysis of the causes of the problem,at the same time,drawing on the domestic and foreign research experience and combining the actual situation in Zhuanghe,this paper proposes to increase the input of the work force of the grass-roots work,the policy propaganda and the management of the innovative low insurance,such as the introduction of the PPP model,the improvement of the legal construction of the low insurance policy,the establishment of a sound low insurance exit mechanism,and the "blood transfusion" To " hematopoiesis " mode transformation and so on,and improve the rationalization proposal of the implementation of the rural minimum living allowances policy in Zhuanghe.
