Research On The Problems And Countermeasures Of Safe Village Governance In Zhuanghe City

With the theory of urban construction of Ping An and the construction and development of the integration of urban and rural areas in China,it puts forward new requirements for the way and mechanism of rural governance in China,and the rural governance of Ping an comes into being.Under the new situation,optimizing the rural governance and improving the effectiveness of rural governance are the strategies and means to solve the rural related problems.At present,Zhuanghe is in the critical stage of building an all-round Xiaokang.It is an important task to strengthen the construction of a safe countryside and to promote the development of the rural regional economy.In this paper,the theory of public governance,deliberative democracy,villagers self-governance theory,rule of law and rule of virtue theory,to provide a theoretical basis for the study.Through Literature Research,Comparative Research,Empirical Analysis,questionnaire survey and interviews,the paper focuses on the investigation and analysis of the current situation of rural governance in Ping ’an,Zhuanghe.While probing into the problems existing in the rural governance of Ping An,this paper sums up the main problems existing in the rural construction of Ping an in Zhuanghe,such as the lack of infrastructure,the frequent occurrence of rural contradictions,the shortage of rural law enforcement forces,the severe social security situation and the weak legal consciousness of the masses.The above problems are mainly due to the lack of investment in governance,the implementation of government work is not in place,changes in the social development situation,the transformation of government functions is not in place,the people’s lack of awareness of the rule of law and other reasons.Based on the experiences of the UK,Singapore,Bo’ai County of Henan Province,Changsha of Hunan Province and Yu village of Anji County in Zhejiang Province,this paper summarizes the feasible experience of rural governance in Ping ’an of Zhuanghe.Finally,in view of its own characteristics and actual situation,put forward the countermeasures and measures to optimize and promote the safe rural governance,such as improving the infrastructure construction,improving the social governance security system,strengthening the handling of social security issues,optimizing the construction of grass-roots public security ranks,and promoting the digital rural construction,etc.,to enhance the practical effect of rural construction in Ping An,Zhuanghe.This paper aims to promote the construction of Pingan village in Zhuanghe,to provideguidance for the following concrete measures to improve the governance of Pingan village,and to improve the objectivity and feasibility of the study.
