The Logic Of Vertical Governance And The Formation Mechanism Of Grass-roots Formalism

As a long-standing problem in the governance of the Party and the country,formalism not only affects Party conduct and discipline,which is not conducive to long-term national stability and social harmony,but also affects the sense of identity of grassroots cadres and the people to the Party and the government,also influences the work efficiency of the cadre team.With the rapid change of domestic and foreign economic forms,formalism has evolved with many new forms of expression,which have also produced undesirable effects and seriously hindered the modernization process of national governance system and governance capacity.In 2019,the General Office of the CPC Central Committee issued the Notice on Solving Prominent Problems of Formalism and Reducing the Burden of Community-level Communities,which officially regards solving the problem of formalism as an important part of reducing the burden of community-level communities,so as to promote the rectification with a series of measures.From the vertical government governance logic as the research perspective,this paper takes the formalism problems existing in the Party and mass service center of X County and Y Town as the research object,analyzes the formation mechanism of vertical governance logic and grass-roots formalism,so as to understand the process logic of formalism generation.Firstly,it studies the concept,research content and research viewpoint at home and abroad through literature analysis,so as to have a precise understanding of formalism and vertical government governance system.With the field analysis of the Party and masses service center in Y Town,X County,it discusses the formalism problems arising in the working process of the Party and masses service center in Y Town,then finds that the formalism problems are mainly manifested in three aspects: Hardware facility construction,soft service function and data assessment objectives.In the process of studying the formation mechanism of the grass-roots government formalism problem,this paper finds that the vertical information asymmetry under the vertical government governance system is the fundamental reason for the formation of the grass-roots government formalism problem.Secondly,the system pressure among different levels of government and the management conflict brought by digital transformation have combined to cause the formation of the formalism problem of grassroots government.Therefore,it starts from three aspects and puts forward the governance path of the grass-roots government formalism.First of all,it improves the ideological level of cadres,increases the level of supervision,promotes the grassroots to reduce the burden and empowerby changing the ideological concept;secondly,it carries on the consolidation,including unblocking the upper and lower information channels,optimizing the upper and lower management mode,improving the supervision work mode.Finally,it breaks the pressure system from the mechanism,establishes the scientific policy making and implementation mechanism,innovates the assessment method of vertical management and supervision,then adjusts and changes the vertical government governance system.
