Research On The Prevention And Control Of The Formalism Of Grass-Roots Government Under The Background Of “Internet + Government Affairs”

Since the Third Plenary Session of the 18th Central Committee,promoting the national governance system and national governance capacity as a major strategic task is increasingly put on the agenda of the modernization of our government.As an important part of the national governance system,grassroots government governance is directly related to the final presentation of the results of national governance.The Fourth Plenary Session of the 19 th Central Committee summarized and sublimated the remarkable advantages of the national governance capacity and governance system.Formalism,as a specific problem that has long existed in the process of building China’s government,affects the effectiveness of grassroots governance.Since the 18 th National Congress,General Secretary Xi Jinping has repeatedly emphasized the need to oppose formalism and strengthen the construction of the four winds.The Party Central Committee has subsequently issued several documents and notices on the issue of formalism and taken many measures to try to break the problem of formalism,which has achieved certain results.In the current context of information technology,the promotion of national governance capacity and governance system is guided by the trend of building a digital government,in which formalism has a new form of change,thus putting forward new requirements for the study of formalism.This paper takes “Internet+”e-government as the research background and digital governance as the perspective.Firstly,through actual investigation and analysis of existing literature,we find that new variants of formalism in grassroots government have occurred,mainly reflected in the imperfection of the government affairs platform,excessive trace of daily work,deviation of platform service consciousness,alienation of work groups,and Five aspects of technology set up barriers.These formalistic phenomena have produced multiple hazards in the process of grassroots governance.First,it makes grassroots government policy implementation deviate,second,governance effectiveness is low,third,it affects the political ecology,and fourth,it weakens the credibility of the government.In analyzing the causes of the formalism problem,three levels are used to elaborate.First,the imperfect construction of “Internet+” technology has become a technical factor leading to formalism.Secondly,institutional factors such as pressure-based system and the relationship between departments become the deep-seated factors that generate formalism.Furthermore,the inadequacy of the grassroots government itself and the cadres subjective factors are also important factors.Therefore,we need to consider the following points on how to avoid formalism in the process of digital governance: first,to improve the construction of“Internet+” e-government system,second,to improve the multi-faceted system of government,and third,to combine protection and education to guide grassroots cadres to establish correct values.
