Research On Formalism Behavior In Grass-roots Government Governance

The Fourth Plenary Session of the 19 th CPC Central Committee proposed to further promote the construction of modern national governance system and national governance capacity.The modernization system construction of national governance system and national governance capacity has increasingly become an important link to promote the development and construction of socialist society with Chinese characteristics.National governance system refers to the arrangement of systems,mechanisms,laws and regulations in the economic,political and cultural fields under the leadership of the Party,and national governance capacity refers to the talent in reform and development,domestic and foreign affairs,governing the country and the military.We believe that the governance of the grass-roots government is an important part of the CPC in the process of national governance.With the decline of the CPC’s governance center,the CPC is playing an increasingly significant role in promoting the modernization of the national governance system and governance capacity.The good or bad governance performance of grass-roots government is closely related to the achievements of the modernization of national governance system and governance capacity.Therefore,it is very important to ensure the good governance of grass-roots government governance work.However,in the process of governance,the grass-roots government has not fully performed its functions.In the governance activities,the grass-roots governments did not perform their duties effectively,which is mainly reflected in the phenomenon of formalism that is merely superficial.The formalism in the governance of the grass-roots government is mainly manifested in four aspects: the formalism of literature meeting the sea,the formalism of excessive trace,the formalism of affairs and the formalism of welcoming evaluation and welcoming inspection.Obviously,the formalism in the governance of grass-roots government has many harms:the economic development is affected,the governance effect of grass-roots government is reduced,and the ideological and belief decline of some grass-roots cadres is accelerated.This paper attempts to analyze the mechanism of formalism in grass-roots government governance from four aspects.After research,we come to the conclusion that: first of all,the index tasks and excessive assessment under the pressure system give rise to formalism.Secondly,the imperfect mechanism of cadre assessment,management,supervision and assessment has provided institutional loopholes for grassroots cadres,which are seeking stability,and further promotes the breeding of formalism.Thirdly,from the subjective level,the negative governance mentality of grass-roots cadres covered the emotional coat for grass-roots governance;Finally,some effects of bureaucracy also contribute to the fuelling of formalism.This paper focuses on seeking solutions from the mechanism of production;Therefore,to deal with the formalism of grass-roots government,we should consider the following points:The first is to build a multi evaluation system and a service-oriented government;Second,provide psychological help for grassroots cadres to alleviate their negative psychology;The third is to perfect the multi-dimensional system and build a barrier against formalism;Fourth,we should overcome the defects of bureaucracy and govern formalism.
