Study On The Professionalization Of Village Cadres In Rural Governance

As an autonomous grass-roots organization,the village party branch and villagers committees have long been responsible for the governance of the rural society in China.The governance of self management,self service and self education ensured the implementation of villager autonomy,promoted the development of rural economy,and maintained the stability of rural society.With the development of industry,the popularization of information technology and the acceleration of the process of urbanization,the former rural social governance system has been greatly impacted.In the process of transformation from traditional management mode to modern scientific management mode,the management capabilities of village cadres are gradually divorced from the needs of modern agricultural development and new rural construction.In the new historical period,higher demands have been put forward to the rural governance and the construction of village cadres.The teams of village cadres,which understand agriculture,love the countryside and love the peasants need to be set up.Some areas began to enhance the management of village cadres to achieve modernization of rural governance,such as improving wages and salaries,expanding the sources and ascending channels of village cadres,improving the incentive and guarantee system,implementing performance appraisal mechanism and so on.However,we should also see that the professionalization of village cadres is contrary to the spirit of villager autonomy.It faces such problems as the role conflict of village cadres,the conflict of traditional thoughts and the aggravation of financial burden,which have been questioned by many academics.This article takes W town as the specific research object,and carries out the research on village cadres’ professionalization in rural governance by using the methods of literature review,field investigation and interview,and case analysis.This paper combs the basic concepts of village cadres’ professionalization through the aspects of village cadres and the aspects of the professionalization of village cadres.Taking the practice of village cadres’ professionalization in W town as an example,the background is introduced in detail from the basic situation of W town and the basic situation of the village cadres before the professionalization.The practice and exploration process are introduced from the standardization of management,the clarification of responsibilities,the professionalization of remuneration,the retirement security,the specialization of post and the sustainable development.Many achievements have been achieved,including village governance norms,village governance is effective,village governance is stable,and villagers’ satisfaction is high.The problems of low degree of professionalization,low degree of specialization,increase of financial burden and lag of top level design are found.The reasons for these problems are analyzed from the perspective of public management.On this basis,it is suggested that measures such as improving the degree of professionalization and specialization,and implementing the structural wage system can speed up the village cadres’ professionalization in W town.It is believed that the professional reform experience of the village cadres in W town has a reference to the professionalization of village cadres in China,such as strengthening the construction of village cadre’s professionalization’ management system,realizing the effective link between the professionalization of the village cadres and villager autonomy,and resigning the grass-roots’ governance system.Through the above research,the author believes that the promotion of village cadres’ professionalization can make village cadres more quickly adapt to the transformation and upgrading of rural governance,better promote the development of grass-roots economy,carry out more reasonable social management,provide better quality public services,promote the construction of rural grass-roots organizations effectively,and achieve good governance in the countryside.
