The professionalization of village cadres is derived from rural transformation and developed from rural revitalization.It is an innovative and pragmatic move to promote the modernization of grass-roots governance system and governance capacity in the new era.It is a big step for rural governance from traditional extensive management to modern scientific management.This paper comprehensively adopts the methods of case study,literature research and interview to study the promotion path of professionalization of village cadres in Y County,which is characterized by "team organization,management hierarchy,incentive institutionalization and sustainable development",and objectively study and judge the implementation effect and shortcomings of professionalization,deeply analyze the the reasons for "the degree of professional incentives needs to be strengthened,the mismatch between competency elements and governance needs,the rural fatigue,the lack of top-level design and overall governance caused by intensive tasks,",and put forward targeted promotion strategies,so as to provide effective reference for enriching and improving the management scheme of professionalization of village cadres.In the research process,we focus on "does administration dispel autonomy? Does Professionalization violate the rule of law? What type of institutional change is it?" From these three focal points,it is concluded that the professionalization of village cadres is a mixed institutional change,including the integration of "administration" and "autonomy",and the mutual construction of "professionalization" and "rule of law".
