Research On The Professionalization Of Village Cadres Under The Background Of Comprehensive Rural Revitalization

To comprehensively promote rural revitalization,the key lies in the Party and its efforts.From the perspective of necessity,as the leader,organizer and promoter of rural revitalization,the ability and level of village cadres determine the degree and success of the implementation of rural revitalization,and is related to the level and quality of agriculture and rural modernization.However,from the actual analysis,there is a prominent contradiction between the need of cadres for comprehensive rural revitalization and the current part-time village cadres can not meet this need.The informal label characteristics of the village cadre occupation makes the village cadre occupation less attractive,and leads to the "double difficulty" state of "difficult to select" and "difficult to retain".It is under this background that the local pilot and academic research of professionalization of village cadres come into being.The twentieth report of the Party clearly puts forward the strategic arrangement of comprehensively promoting rural revitalization and accelerating the construction of agricultural power.It is more urgent to improve the enthusiasm,initiative and creativity of village cadres through the professionalization of village cadres.Therefore,it is of great theoretical significance and practical value to implement and promote the professionalization of village cadres through the whole process occupational chain,strengthen the standardization,standardization and institutionalization construction of village cadres’ occupation,and provide strong talent guarantee,organizational guarantee and political guarantee for comprehensively promoting rural revitalization.This article takes the villages of H and W counties in Guan Zhong area of Shaanxi Province as the research object.Centering on the four main questions of "What is the professionalization of village cadres? Why should village cadres be professionalized? What is the current situation of professionalization of village cadres? How should village cadres be professionalized?",this study adopts four main methods: literature research,questionnaire survey,qualitative interview and statistical analysis.The professionalization system of village cadres under the background of comprehensive rural revitalization is studied.First,centering on the question of what is the professionalization of village cadres,this paper systematically combs the theoretical basis of professionalization of village cadres,and constructs the concept of professionalization of village cadres from the perspective of the whole process occupational chain.Secondly,it systematically analyzes the historical inevitability of professionalization of village cadres and answers why they should professionalize.Thirdly,the present situation of professionalization of village cadres in H and W counties in Guan Zhong area of Shaanxi Province is investigated,and the existing status,difficulties and reasons of professionalization of selection and appointment,treatment and guarantee,training and learning,assessment and evaluation,supervision system and promotion mechanism of village cadres are analyzed from the aspect of "six persons in one" in the whole process of career chain.Fourthly,based on the difficulties and reasons of the professionalization of village cadres,the strategies and paths to realize the professionalization of village cadres are proposed from three aspects: formulating the standards of professionalization,enhancing the norms of professionalization and perfecting the system of professionalization.According to the research results,the current professionalization of village cadres is a historical necessity to comprehensively promote the rural revitalization and accelerate the realization of agricultural and rural modernization.However,as a new thing in practice and academic research,it is still in the stage of "local practice" and "partial experiment" on the whole.As the result of academic research,the professionalization of village cadres in the whole process of vocational chain is conducive to constantly summarizing successful experience,steadily promoting the professionalization of village cadres,improving the leading goose function of village cadres,and giving full play to the strong fighting fortress role of village cadres.Therefore,it must have broad prospects.
