The implementation of the Rural Revitalization Strategy is an inevitable requirement for realizing the objectives of the "two centenaries" and the Chinese dream of the great rejuvenation of the Chinese nation.The implementation of the Rural Revitalization Strategy has brought a lot of resources to the countryside and promoted rural economic development and environmental improvement.However,with the increasing number of "agriculture related" projects and funds,the rent-seeking space and means of village cadres have been alienated.Some village cadres abuse their power and produce corrupt behaviors such as improper style and misconduct.These corrupt behaviors not only infringe on the rights and interests of farmers,destroy the relationship between cadres and the masses,cause serious losses to the national finance,but also hinder the realization of the goal of comprehensive revitalization of villages.Therefore,it is urgent to control the corruption of village cadres.Through the study of D District of r city,it is found that during the implementation of the Rural Revitalization Strategy,the changes in the context of rural economy and policy environment have increased the complexity of village level governance and expanded the space for rent-seeking of village cadres,resulting in the continuous increase of corruption cases of village cadres in recent years.These corruption behaviors are mainly concentrated in the fields of embezzlement of collective "three capital",engineering projects,land acquisition and demolition,showing that the problem of "top leaders" corruption is prominent It has four characteristics: high relevance to the interests of the people,expanding fields involved,and complex and changeable means of corruption.According to the research,the reason why Village Cadres’ corruption is frequent is that there are still obstacles from multiple factors in the process of promoting the governance of village cadres’ corruption,mainly including the lack of pertinence and poor effect of education and training,the hidden dangers of corruption in the existing rural operation mechanism,the lack of joint force of supervision and management,and the connivance of village cadres’ power out of bounds.There are three main reasons for facing these obstacles: from the perspective of ideological understanding,some village cadres have weak policy awareness,weak awareness of discipline and law,and inflated desire for power;From the perspective of system and mechanism,the construction of rural rule of law,democratic election system and the implementation of the responsibilities of supervision and management subjects are not perfect;From the perspective of rural cultural factors,official standard thought,hierarchical thought,acquaintance society and clan society have a great influence.Therefore,to successfully promote the governance of village cadres’ corruption,we should improve the quality of village cadres,strictly enter and exit,improve treatment,improve the system of openness of organization,finance,three services and power list,and build a grass-roots supervision system.Implement audit,strengthen the investigation and punishment of corruption,give play to the sword role of patrol and the supervision role of village democracy,and lock the power of village cadres in the cage of the system.In addition,we should create a good rural environment,strengthen the ideological construction of rural society,actively carry forward the core socialist values,enhance the farmers’ concept of the rule of law,gradually eliminate various obstacles in the process of corruption control of village cadres,and help the smooth implementation of the goal of Rural Revitalization.
