Research On The Improvement Of Village Cadres’ Legal Ability Under The Background Of Rural Governance Legalization

The rule of law is an important tool in governing the country.At present,socialism with Chinese characteristics is marching forward to a new era.The strategy of comprehensively governing the country according to law and the goal of modernizing the national governance system and governance capacity require the rural grassroots to strengthen the construction of the rule of law.Promoting the rule of law in rural governance can play a solid role in safeguarding rural social stability,developing modern agriculture and protecting the legitimate rights and interests of farmers.General Secretary Xi Jinping proposed in the fourth Plenary Session of the 19 th CPC Central Committee that we must seize the "key minority" of leading cadres in order to comprehensively manage the country according to law,and emphasize the ability of rule of law as a necessary capability for leading cadres.In rural governance,like the township cadres,the village cadres who are active in the front line of rural work are also the "key minority".Only in the management of rural affairs,village cadres can cultivate and improve the ability of the rule of law,form the thinking of the rule of law,and then form the habit of doing things according to law,can they promote the improvement of the level of the rule of law in rural governance,empower the Rural Revitalization,and lay a solid foundation for the comprehensive rule of law.This article takes the theory of socialist rule of law with Chinese characteristics as the theoretical guidance,and draws lessons from China’s traditional law management thought,Marx’s classic writer’s rule of law thought and the rule of law thought of the leaders of various dynasties,especially Xi Jinping’s rule of law thought since the founding of new China,and dialectically assimilate the excellent achievements of Western China’s rule of law thought.Taking village cadres in some rural areas of Chengdu as the research object,this paper analyzes the current situation,problems and causes of the level of village cadres’ rule of law ability by combining questionnaire survey and interview method,and explores the path to improve their rule of law ability,so as to provide experience guidance and reference for village cadres to improve their rule of law ability.This paper consists of five chapters:The first chapter is introduction.This paper expounds the research background and significance of this paper,the importance of the rule of law to China’s national construction,and then focuses on the rural areas,emphasizing that the improvement of the rule of law ability of village cadres is the inevitable choice to promote the rule of law in rural governance;To summarize the research in related fields,and grasp the depth and breadth of the current academic research on the rule of law ability of village cadres;This paper introduces the research objectives,research contents,research methods,sorts out the technical route of this paper,and puts forward the innovation of this paper.The second chapter explains the basic concepts and theoretical basis.It defines the concepts of "rule of law","rule of law ability","rule of law in rural governance" and "village cadres",and clarifies the research direction and specific content of this paper;This paper discusses the relevant theories to guide this paper,and lays a solid theoretical foundation for writing.The third chapter,the current situation and problems of village cadres’ legal ability.Taking part of the "national demonstration villages of democracy and the rule of law" in Chengdu and the surrounding rural areas as the research objects,this paper understands the current level of the rule of law ability of village cadres,and finds that village cadres have a certain level of rule of law ability in rural work,which has greatly improved compared with the past in the storage of knowledge of the rule of law,the use of thinking,and the choice of behavior according to law,It can provide power for rural construction under the rule of law;However,their legal knowledge literacy still needs to be improved,and the behavior of governing villages according to law needs to be strengthened.There are some problems such as insufficient legal knowledge literacy,weak legal thinking,and improper use of legal methods.The fourth chapter is the analysis of the dilemma of village cadres’ ability to improve the rule of law.Based on the basic framework of internal and external reasons,this paper analyzes the reasons for the deficiency of the current village cadres’ legal ability,and finds that the current rural legal system needs to be improved,the legal ability promotion mechanism needs to be improved,the legal publicity and education needs to be improved,the rural legal atmosphere is not strong,and the village cadres’ personal time for learning law is less due to the complicated rural affairs Their lack of initiative in the use of the rule of law is the main restricting factor.The fifth chapter is to explore the path to improve the legal ability of village cadres.According to the previous analysis of the plight of targeted countermeasures and suggestions,and combined with the excellent experience of village cadres learned in the process of research,put forward to further strengthen the method of guidance.It mainly includes adhering to the party’s leadership,strengthening the rural legislation,improving the village cadres’ legal ability promotion mechanism,improving the legal publicity and education,and creating the rural legal atmosphere.
