A Study On The Participation Of Cultural Non-governmental Organizations In Public Cultural Services At County Level

Since the reform and opening up,with the economic and social progress and development of our country,people’s spiritual and cultural life and material level have been significantly improved.People are no longer just satisfied with the status quo of material life,they are more focused on the pursuit of spiritual life,and the demand for public cultural services It is also increasing with each passing day.In order to better meet the needs of society and people’s public cultural services,corresponding public cultural service systems have been constructed and improved in various parts of China.However,the ability of public cultural institutions in China to provide services still has problems such as imbalances in supply and demand and serious shortages in the total supply.It is these social problems that ultimately make it difficult to achieve cultural and social equity,which is even more detrimental to people’s ability to better enjoy the cultural rights of citizens.In order to better realize and guarantee people’s right to enjoy culture,and to better provide cultural products and services to the people,the large number of cultural non-governmental social organizations is imminent.As the county region is in the position of connecting the above and the following in the whole public cultural service system,it is of great practical significance and value to study the participation of county-level cultural NGOs in public cultural service.N county,also known as "phoenix ",is representative and universal in its cultural NGO participation in public cultural services.This paper takes N County as an example to explore the bottlenecks and reasons for its cultural NGOs’ participation in public cultural services,and proposes corresponding countermeasures.In addition to the introduction and conclusion,the body of this article is divided into four chapters:The first chapter is an overview of the participation of cultural NGOs in public cultural services.The concepts are defined,the related theories are studied in depth,and the necessity of NGOs participating in public cultural services is explained.The second chapter mainly studies the current situation of cultural non-governmental organizations participating in public cultural services in N County.This article analyzes the effective practices of the cultural NGOs in N County and their effectiveness.The third chapter is the problems and reasons for the participation of cultural NGOs in N County in public cultural services.Based on the research,it is believed that there are problems such as difficulty in participating in public cultural management,inadequate role play,quality of participation to be improved,insufficient legal protection,and weak participation channels.The main reasons are that the organization and service capabilities need to be improved,the system is not perfect,the professional talents are inadequate,the relevant laws and regulations are not perfect,and the method of participation lags behind reality.The fourth chapter focuses on the suggestions to promote the participation of county-level cultural NGOs in public cultural services.Based on the above research and the author’s actual work,I propose the following:improve their organizational and service capabilities,improve the cultural norms of cultural NGOs,improve the members’ own service and execution capabilities,and improve the culture of cultural NGOs Institutional guarantee for non-governmental organizations to participate in public cultural services,and innovative ways for cultural non-governmental organizations to participate in public cultural services.This article sorts out relevant literature and theories at home and abroad,and conducts theoretical analysis and practical search based on the case of cultural non-governmental organizations of N counties participating in public cultural services,and concludes some operable and practical results.The practice of cultural non-governmental organizations participating in public cultural services has a certain promotion role and guiding significance.
