Research On Quanzhou’s Social Forces Participating In The Construction Of Public Cultural Services

At the Third Plenary Session of the 18 th CPC Central Committee,the concept of Modern Public Cultural Service System was put forward,which is a brand-new concept about the construction of public cultural service,and is also a refinement and sublimation of a series of achievements made in the construction of public cultural service system in China,especially since the 16 th CPC National Congress.In addition,"Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform" was unanimously adopted at this session.It puts forward clear requirements on how to construct the modern system of public cultural services,and provides a strong guarantee to foster social consciousness,actively guide and encourage social forces and social capital to participate in the construction of the modern public cultural service system,in an effort to form a modern governance pattern of wide social participation and diversified combination in the future.It is a major feature of this paper to study the problems by comprehensively using observation method,literature research and questionnaire survey.Taken Quanzhou City as the research object,from the perspective of social forces and public cultural services,it sorts and summarizes the achievements of Quanzhou’s social forces involved in the construction of public cultural services.Then it analyzes the present problems and the reasons,and based on this,corresponding countermeasures are put forward,so as to provide theoretical support for the issue of how social forces in Quanzhou participate in the construction of public cultural services.It can also evaluate practice contents that may bring beneficial references to Quanzhou,which is of great theoretical and practical significance.By intensively studying the public cultural service system in Quanzhou,this paper concludes that the problems existed in social forces’ participation in the construction of public cultural service are related with the poor guiding power of government departments,the imperfect self-construction of social forces and the difficulties faced by the introduction of the third-party performance evaluation.It is also hoped that this study can stimulate more social forces to participate in the construction of public cultural service system,further improve it,enhance Quanzhou’s comprehensive cultural strength,give full play to Quanzhou’s role in foreign exchanges,and promote Quanzhou’s multicultural development.
