The Study On Standardized Governance Of Public Cultural Services In The Yijinhuoluo Banner

With growing achievements in reform and opening-up,China has gained rapid advancements in material civilization,and the spiritual needs of the public have also been increasingly prominent.As a type of inclusive cultural support,public cultural services have become a major domain for the construction of spiritual civilization.The Opinions on Accelerating the Construction of a Modern Public Culture Service System promulgated by the General Office of the CPC Central Committee and the General Office of the State Council in 2015 explicitly demands that governments at all levels should first proceed from reality and formulate implementation criteria adapted to local conditions and provide support funds;in the current stage,the form of work related to public cultural services in should be shifted from governmental dominance to governmental governance,with the focal point of work shifting from emphasizing the coverage of facility networks to the standardization and equality of services.However,current research on China’s standardized governance of public cultural services and the specific supporting criteria actually implemented by local governments are still mismatched with the development of public cultural services in China.There is a need to further explore the logic and methodologies of applying standardized governance to public cultural services in order to enrich the fundamental theories and guide different regions to more effectively build standardized public cultural services systems based on local conditions.Starting with the first edition of the Implementation Criteria of Public Cultural Services issued by the Yijinhuoluo Banner,this thesis presents a study carried out in accordance with the general standardized work process from criteria formulation,execution,and adjustment to publicity.It was found through investigation that standardized governance of public cultural services in Yijinhuoluo Banner is still in its infancy stage.Supporting implementation criteria were timely formulated and promulgated,and large amounts of funds were allocated in the implementation of the criteria in order to ensure vigorous support for facilities and talents.However,there are still problems such as a lack of accuracy in criteria formulation,rationality in facility distribution,professionalism in the talent pipeline and effectiveness in feedback and adjustment mechanisms,leading to mismatched supply and demand of cultural services and activities.The main cause of these problems is a failure to concretely define the accountabilities of the main actors without use governance tools in the government’s standardized work process.Through a comparative analysis and study,this thesis proposes suggestions like diversifying formulation standards,improving institutional supply and accelerating talent construction based on a standardized work process,with a view of providing assistance for standardized governance of public cultural services in Yijinhuoluo Banner.
