Abstract/Summary:
Networked governance advocates multi-governance,and the subjects rely on each other,interact and negotiate in cooperation,and carry out joint actions for certain public values.It attaches importance to the participation of market forces and social organizations,and maintains this diversified public-private partnership through institutional innovation,increases the supply of public cultural services,and improves the supply of public cultural services.This paper examines and analyzes the topic of public cultural service supply through the theoretical perspective of networked governance,and discusses the core issues of whether platform-based cultural enterprises can participate in public cultural services,why they participate,and how to participate.First,this paper defines the core concepts appearing in the paper,and introduces the theory of networked governance to discuss the legitimacy and possibility of platform-based cultural enterprises participating in public cultural services.Based on the actual industry situation,this paper selects the Internet audio station-Himalayan FM as an analysis case,and incorporates Himalayan FM into the concept range of platform-type cultural enterprises,and demonstrates the characteristics of Himalayan FM platform-type cultural enterprises(diversified content producers,massive audio culture content,algorithm recommendation for big data and profit model for multiple revenues),analyze the practical reasons why Himalayan FM participates in public cultural services(the motive for increasing market share,the expectation of strengthening market competitiveness and the desire to monopolize the audio market).The way Himalayan FM participates in public cultural services(multiple content production methods,cultural content resource aggregation,and multi-channel distribution of platform content).Then,from the theoretical point of view,analyze the process of platform-type cultural enterprises participating in public cultural services,that is,the logical development of “why-how-what kind of influence”: the internal motivation to cater to the demands of multiple parties,the participation path of multi-party supply of public cultural content society,the social impact of maximizing benefits and meeting cultural needs.However,there are contradictions and problems behind it: the contradiction between the public interest appeal and the commercial profit appeal,the uneven quality of the content,the social potential risk of the platform monopoly and the digital divide;and from the perspective of networked governance theory,the author proposes theoretical solutions: clear government positioning,implement external policy encouragement,Building a resource sharing and value synergy mechanism among stakeholders,and establish responsibility mechanism in network governance system.Finally,this paper attempts to explore the path of realistic solutions.First,the government has made changes from the institutional level: strengthening institutional guarantees of laws and regulations,promoting flexible interventions in administrative means,improving incentives and trust mechanisms for cooperation between government and enterprises.Second,improve the internal system norms and strategic framework from the enterprise level: strengthen the internal self-regulation of the enterprise,implement the internal supervision system of the platform,and strengthen the corporate social responsibility.Third,cultivate public participation from the user level : paying attention to the effective participation of users;improving the participation ability of users and realizing the rational expression of users,which to promote the effective participation of platform-based enterprises in public cultural services,improving the supply efficiency of public cultural services and maximize the public interest.
