Research On Public Cultural Service System Optimization In Pingshan District Of Shenzhen

Based on both qualitative textual material and quantitative survey data,taking Pingshan District of Shenzhen as an example,analyzes the governmental achievements,existing problems,and causes of these problems in construction of public cultural service system.Firstly,this study investigates the conditions in Pingshan District.Based on text material from the government,this study explores the conditions of public cultural service facilities,and finds that Pingshan District has made great achivements in above aspects.Based on public survey data,this study analyzes public satisfaction of public cultural services,and finds that public satisfaction with above aspects is all relatively high.Secondly,this study explores the problems in Pingshan District and causes of these problems.Besed on text material from the government,this study finds that the major problems include the prominent problem of the mismatch between the supply and demand,the quality needs to be improved,the function is insufficient,the serious shortage needs to be straightened out.These problems can be attributed to the deviation of the government’s concept,the impracticability of some construction measures,the lack of government financial investment,the lag in the construction of professional personnel and the imperfect management system.Based on public survey data,this study finds that the major influence factors of public satisfaction with public cultural service system includes individual age,education level,political identity,hukou,and participation frequency and public cultural activities.What’s more,the shortage of cultural facilities,low utilization rate of cultural facilities,low quality of cultural service personnel,insufficient participation of social forces and insufficient participation of the public in decision-making all have significant impacts on satisfaction with public cultural service system.Finally,this study suggests that Pingshan District government should further promote the construction.First,change thinking and achieve precise supply;second,improve the operation quality of cultural facilities;third,build a complete guarantee system for the operation of cultural facilities;fourth,perfect the system.The findings of this study are helpful for advancing the construction of my country’s public cultural service system and enhancing the sense of gain and happiness of the people.
