| Since the 17 th National Congress of the Communist Party of China(CPC)declared the statement of ‘promoting the great development and flourishing of culture’,culture has become a key role in economic and social development.The significance of culture has been further emphasized when the 18 th CPC National Congress adopted policies to ‘build a country with a strong culture’,followed by the assertion of ‘cultivating confidence in the culture’ in the 19 th National Congress.As a part of the strategies in promoting the culture,the Chinese government is playing a dominant position in conserving historical sites;this has led to an upsurge in historical sites conservation and preservation across the country.However,there are still problems to be addressed of conserving historical sites in the in public administration terms.This paper focuses on historical sites(including historical sites of revolutions)in Pulandian District,Dalian.The author reviews domestic and international studies concerning historical sites conservation and development for the purpose of identifying theoretical frameworks.While referring to frameworks of Public Goods and Public Governance in Public Administration,the author adopts methods of document analysis,field research and positive analysis to generalize the existing problems in conserving historical sites in Pulandian.The author applies the theory of Public Goods in Public Administration to this study and uncovers the reasons of five issues incorporating a limited understanding of sites preservation,a lack of workable system,insufficient funding,imperfect rule of law and a shortage of talents with professions and expertise.The author finds out that the unsatisfactory situation of conserving historical sites is the result of problems in both the one who employs public administration and historical sites as public goods.According to the theory of Public Governance,the author suggests that the government should take a leading role while welcome multi-parties to participate in conserving and developing historical sites in Pulandian District of Dalian.Generally speaking,the author puts forward some pertinent strategic suggestions from the aspects of ideological understanding,institutional mechanism,legal construction,human and financial resources,which is not only a theoretical exploration of the protection of historical sites,but also a practice of the protection and cultural development of historical sites in Pulandian District of Dalian city. |
