| The aim of this paper is to conclude the characteristics and problems of the rural governance through describes the historical vicissitude process of the rural governance in Liushu village which is located in northern Sichuan since People’s Republic of China founded, and provides some enlightenment for problems. With the view of the governance, this paper set up three indexes:the changes of the main body of the public authority; the supplement situation of the public goods; the development of the village’s culture, so we can explore the complicated political development process of the rural governance form three aspect.Since the People’s Republic of China was founded in 1949, the rural governance generally experiences two historical stages:the first stage is range from 1949 to 1978, and the second stage is range from 1978 till now. In the first stage, the social life in Liushu village was took on a situation which was put politics in command, which means that the central and local party & government was successfully destroyed the old and conservative political forces, build up the new political order which was emphasis on the fundamental role of the people’s commune and greatly improved the environment of the village public goods supplement through political propaganda and mobilization. Meanwhile, the central and local party & government also carry out the social ideology education work, helping the villagers to undergoing the ideology training so as to achieve the goals of reform and manage the villages. After the year of 1978, the work centrality of the CCP and PRC was transferred to the economic construction. The social life of the Liushu village was gradually moved from the situation of putting politics in command to the normal one. The universal governance mode of the people’s commune collapsed after the household contract responsibility system was build up. The statue of the people’s commune’s public authority was gradually replaced by the village governance and the NGO in village, the rural area appeared on the tendency of diversification of public authority and supply the rural public goods in common. At that stage, the propaganda policy of the CCP was also improved, laid more emphasis on improving the cultural building and development of the rural areas rather than occupying the rural areas with socialist core values.This paper conclude the characteristics and problems of the rural governance change in Liushu village based on the research of the history and status quo of the rural governance change in Liushu village, finally gain some enlightenment on how to implement the good governance in village. |
