Facing the increasingly severe situation of teaching reform, teachers are paying more and more attention to the problem of student evaluation. How to make a real and objective evaluation of students' learning process and promote students' better learning is the focus of the current society.English curriculum standards for compulsory education(2011 edition)emphasizes that primary school English teaching should focus on students' listening and speaking training, aiming to stimulate pupils' interest in English learning and improve their English communicative competence. However,it is found from the classes taught by the author that students' learning situation is not optimistic.Students are weak in listening and speaking, lack of interest in English learning, and lack of motivation and strategies for learning English. Therefore,it is necessary to establish a scientific evaluation system to promote the development of students' listening and speaking ability.Portfolio as a new evaluation method is dynamic and belongs to process evaluation. It shows the growth process of students, through the observation and comparison of learning process and selfreflection,to promote students to find their own shortcomings and progress, stimulate learning interest and potential, improve English listening and speaking ability. In this study, archival bag evaluation was carried out in primary school English listening and speaking teaching from two aspects of theoretical research and practical application, focusing on two issues for in-depth study: 1)after using archival bag evaluation, whether the students' listening and speaking ability improved? 2)what changes have taken place in students' interest, attitude and motivation in learning English after using portfolio assessment? Specifically, the ordinary primary school grade three students in Ningbo as the research object, combined with the primary school English teaching, using questionnaire, listening and speaking tests, interviews and other research tools for research, aims to explore the effective way of elementary school students English listening and speaking skills assessment, training students interest in learning English, improve the learning strategies and improving students' listening and speaking skills. This research process is divided into two stages. The first stage finds advantages and disadvantages according to the feedback collected in the implementation process. The main shortcomings are that the listening and speaking activities do not take into account the students at all levels and the evaluation criteria are not careful enough and the evaluation monitoring and feedback are not enough.According to the problems found, timely adjustment and improvement were made.In the second stage of the study, the activity forms were enriched, the standards of portfolio evaluation were refined, and measures were taken to ensure the authentic and timely evaluation feedback from multiple parties. After observing, collecting and analyzing the data, the results show that the portfolio evaluation improves the listening and speaking scores, enhances the students' interest in English learning, and improves the students' learning strategies to some extent. This paper hopes to provide a new way for teaching evaluation by using portfolio evaluation in primary school English listening and speaking teaching.Through continuous practice and exploration, enrich and improve the portfolio evaluation model to promote the sustainable development of students.
