Study On The Optimization Of Government Behavior In The Protection Of "National Historical And Cultural City" Of Suzhou

After Suzhou was approved as a "national historical and cultural city",the measures to protect the ancient city has become the top priority of the government's work,and the awareness of urban protection has also been improved.On the basis of analyzing the unique characteristics of Suzhou,Suzhou has formulated and taken the protection of the ancient city and the building of the new area as the planned direction to promote the integration and common development of the protection of the famous city and the economy and society,and has made a series of achievements and experience.Based on the study of the theory of new public service and the theory of public governance,this paper studies and analyzes the existing problems in the protection of the ancient city of suzhou,including the lack of a complete protection system for the ancient city,the incomplete theory of the protection responsibility of the municipal government,the main protection mode with financial input,low participation of social capital,the attractiveness of the old city,the weakening of the function of the city center,the aging population structure of the old city,the externalization,and the test of the living environment.The causes of these problems are the function positioning is unclear,the rule of law concept is insufficient,the protection concept is single,the traditional and modern,the protection and development of the contradiction,the city function and industrial layout of the impact.For these problems,this paper puts forward five measures,including optimizing the protection in accordance with laws and regulations,ensuring the development of the ancient city,improving the functional mechanism,forming the protection force,innovating the protection mode,promoting the renewal of the ancient city,highlighting the protection focus,promoting the overall coordination,paying attention to the people's livelihood in the ancient city,and improving the living environment,in order to further optimize the government's behavior,and solve the problems in the protection of the historical and cultural city of suzhou.
