Research On The Optimization Of Government Function In The Protection And Development Of ZD “National Historic And Cultural City”

In 1994,ZD was approved as a "National Historical and Cultural City" by The State Council,Over the years,the government has been trying to capture the city Protection work as an important task to promote.With the continuous development of marketization,the protection and development of famous cities are getting more and more attention.In the background of deepening the cultural system reform,the conservation of ancient cities has been endowed with new characteristics of the times.ZD has accumulated a series of experiences in promoting the protection of famous cities and the common development of economy and society while realizing the protection of historical resources.This paper takes the protection of ZD ancient city as the research object and is based on learning new public service theory,urban organic renewal theory,public governance theory and cultural governance theory.The thesis is developed by combining empirical analysis and comparative research.On the basis of discussing the functions of local governments,the excellent experience and achievements of the protection of famous cities at home and abroad are summarized and analyzed.This paper analyzes several problems existing in government behavior in the protection of ZD national historic cities: the lack of a complete legal system for the protection of the ancient city,the lack of planning integrity and democracy,the market financing capacity is limited,the Industrial structure affects the economic development of ancient city,the level of public service is not high enough,the effect of protection and utilization is not prominent.At the same time,these problems are caused by the lack of supporting laws and regulations and complete planning,lack of integration between the concept of protection and development and public service,unreasonable establishment of development management organization,lack of organic unity between protection and development.In response to these questions,this paper puts forward six countermeasures,including improving the system of laws and regulations,strengthening the leading role of planning,improve market-oriented operation mode,promote the upgrading of cultural and tourism services,comprehensively improving the public service function,and innovating the plural social governance system.In order to solve the problems in the protection of ZD national historical and cultural cities,to promote the optimization and improvement of the functions of ancient cities in conservation and development,at the same time for other similar ancient cities to provide reference and thinking.
