A Study On Problems And Countermeasures Of Rural Public Cultural Service In Nanchuan District Of Chongqing

Over the past 40 years of reform and opening-up,China's economy has been growing steadily,people's living standards have been rising,and material needs have gradually been replaced by more diverse spiritual and cultural needs.Due to the solidification of the dual structure of urban and rural areas,the supply capacity and importance of public cultural products by grassroots governments continue to weaken,and the gap between urban and rural public cultural services is gradually widening.As socialism with Chinese characteristics enters a new era,the material conditions in rural areas have been greatly improved,and the rural masses'emand for a perfect public cultural service system has become more and more urgent.It is an urgent task to meet the spiritual and cultural needs of the vast rural masses,promote the development of rural cultural life to a high quality direction,let rich cultural activities take root in the vast rural areas,and shape the soul of rural culture.As a municipality directly under the jurisdiction of 11 million rural population,the development of rural public cultural services in Chongqing can be reflected to some extent.Nanchuan District of Chongqing is a national advanced cultural area with nearly half of the rural population.In recent years,the district government has always taken the construction of a strong cultural area as the goal,followed the pace of building a modern rural public cultural service system throughout the city,and has made some achievements,but at the same time,there are still many problems to be solved.This article takes the guarantee of rural public cultural rights and the improvement of rural public cultural service quality as the main line,adopts the method of combining questionnaire survey and in-depth interview,after reviewing the literature and elaborating the basic concepts,from the construction and management of rural public cultural service facilities,the building of public cultural talents,the development of major cultural projects for the benefit of the people and the effectiveness of public services.Four aspects can be completed in Nanchuan rural public cultural services research,and finally gives the corresponding countermeasures.Chapter 1 "Introduction",elaborates the background and significance of the topic of rural public cultural services in Nanchuan District,Chongqing,and the research status of rural public cultural services at home and abroad,clarifies the research methods,ideas and main contents of the paper,and points out the difficulties and innovations.Chapter 2,"Definition of concept and theoretical basis",elaborates the development of "public cultural service" and "rural public cultural service",defines its definition and composition,and expounds the theoretical basis of rural public cultural service from the perspective of multi-center governance theory and new public service theory.Chapter three,"The current situation of rural public cultural services in Nanchuan District of Chongqing",through sorting out,summarizing and analyzing the questionnaire survey results,combined with the existing data,combs the policy of rural public cultural services in Nanchuan District,and introduces the current situation of rural public cultural services in Nanchuan District from the aspects of public cultural facilities,the construction of talent team and the implementation of major cultural projects for the benefit of the people.Chapter IV"Problems and Reasons of Rural Public Cultural Services in Nanchuan District of Chongqing".Through field research and interviews with government personnel,we can conclude the existing problems in the construction and management of rural public cultural facilities in Nanchuan District,such as the backwardness of personnel resources,the superficial flow of major cultural projects for the benefit of the people and the low efficiency of public cultural services,and express them democratically from the financial investment mechanism.The influencing factors are analyzed in terms of mechanism,personnel training mechanism and service system mechanism.Chapter V "Measures and Suggestions for Improving Rural Public Cultural Services in Nanchuan District of Chongqing City",in view of the above problems,the corresponding countermeasures and suggestions are put forward from the perspective of the government.Chapter 6 "Conclusion" is a brief summary of the whole paper.
